Shenzhen has issued a work plan to build a comprehensive payment demonstration zone before December 31st this year!

On March 26th, the General Office of the Shenzhen Municipal People's Government officially issued the "Work Plan for Shenzhen to Further Optimize Payment Services and Build a Comprehensive Payment Demonstration Zone" (hereinafter referred to as the "Work Plan"). This is a major measure to implement the "Opinions of the General Office of the State Council on Further Optimizing Payment Services and Improving Payment Convenience" (Guoban Fa [2024] No. 10), improve the payment service level for the elderly and overseas personnel coming to Shenzhen, create a market-oriented, rule of law, and internationalized first-class business environment, and help Shenzhen "accelerate the construction of a consumption center with global influence" and build a comprehensive payment demonstration zone. The Work Plan proposes to significantly improve the payment service level for the elderly and overseas visitors to Shenzhen by April 15, 2024. On the basis of serving Hong Kong people in the early stage, we focus on scenarios such as "food, accommodation, transportation, travel, shopping, entertainment, and medical", and use "airport+port" to deepen the "first stop" and "four lines" of shopping consumption, hotel accommodation, transportation, and tourist attractions as radiation, creating multi-level, diversified, and adaptable products to different payment needs; Promote the optimization and construction of payment service environment in an orderly manner based on key points, regions, and stages, prioritize ensuring the coverage of key locations and merchants identified by government departments, and continuously expand and extend to a wider range of regions; Establish a long-term mechanism for wide coverage and multi-dimensional promotion, further enhancing the convenience and satisfaction of payment services for the elderly and overseas visitors to Shenzhen. By December 31, 2024, we will continue to consolidate and improve the level of payment services, and build a comprehensive payment demonstration zone in Shenzhen. The Work Plan clarifies the task force and division of responsibilities for optimizing payment services, proposes 22 key tasks from 11 aspects, refines and implements each task to specific departments, and includes the implementation of optimizing payment services and other work tasks by relevant functional departments in Shenzhen in the assessment scope of optimizing the international business environment. One is to focus on the "first stop+four lines" work priorities, better protecting consumer payment options. Understand the current status of payment services, clarify the demand for new services, and ensure that key places such as large commercial districts, tourist attractions, resorts, cultural and museum venues, entertainment venues, hotel accommodations, transportation hubs, hospitals, etc. establish necessary software and hardware facilities for accepting mobile payments, bank cards, cash, and other services. The second is to effectively improve the environment for accepting foreign cards. Gradually improve the coverage of foreign card acceptance, promote the software and hardware transformation of foreign card acceptance equipment, and comprehensively consider promoting the development of contactless payment methods. Promote acquiring institutions and international card organizations to strengthen merchant training and inspection, do a good job in labeling, optimize dispute negotiation and risk transaction disposal services. Explore incorporating the acceptance of merchant foreign cards into the scope of service quality assessment and evaluation. The third is to continuously optimize the cash usage environment. Further strengthen the construction of the RMB cash flow environment. Optimize the deployment of self-service devices such as ATMs and the withdrawal function of foreign cards, guide banks and foreign currency exchange points to carry out "zero wallet" activities, and continue to carry out the rectification of rejecting RMB cash; Promote the inclusion of accepting cash and petty cash reserves in the scope of service quality assessment and evaluation, and provide support for financial institutions to set up business outlets in key locations and set up ATM machines for external card withdrawals.
