Beijing Third Intermediate People's Court releases a white paper on consumer dispute trials

Recently, the Third Intermediate People's Court of Beijing released the White Paper on the Trial of Consumer Disputes related to the Construction of the Capital's "International Consumer Center City" for Service Guarantee, summarizing the characteristics of the types of consumer dispute cases handled by the court from 2013 to 2023. According to Xue Qiang, Vice President of Beijing Third Intermediate People's Court, since its official establishment in August 2013, the court has concluded a total of 7024 consumer rights dispute cases, and the number of cases involving consumer rights protection has shown a fluctuating growth. Since 2018, the number of cases has been on the rise year by year. Currently, the main body of consumer dispute rights protection is becoming younger, and the amount of disputed subjects is constantly increasing, with some cases reaching the level of tens of millions of yuan; Prepayment disputes have exploded and increased, often related to business closures, illegal profits, and overbearing clauses; The number of group litigation cases has increased, and disputes involving stakeholders in the field of education and training are frequent. The Beijing Third Intermediate People's Court fully utilizes the construction of smart courts, opens up green protection channels, and maximizes the advantages of online filing, cross domain filing, electronic delivery, and online court hearings. It gathers and integrates characteristic platforms such as "diversified solution export platform - multi-point convenient filing platform - intensive court delivery platform -12368 work order response platform", and opens up a full process, one-stop green response channel for consumer disputes covering "pre litigation, in litigation, and post litigation". Deng Qingjing, Deputy Chief Justice of the Filing Division of the Beijing Third Intermediate People's Court, stated that the court has timely resolved conflicts and disputes in their early stages, refined professional judgment rules for consumer disputes, and strengthened research and exploration of new types of cases in the consumer field, safeguarding the stable development of the digital economy through measures such as building a complaint source governance platform, compiling the "Guidelines for Typed Case Trials", and building a consumer research base.
