Hefei Comprehensive National Science Center: Global Linkage to Accelerate the Cultivation of New Quality Productivity

2024-03-11

"Many comprehensive national science centers are located in a certain science city as the core carrying area or main battlefield, while Hefei is directly carried by the entire city. This means that all administrative physical spaces in Hefei are within the construction scope of the comprehensive national science center." In the view of Gong Yan, Director of the Hefei Development and Reform Commission, Hefei Comprehensive National Science Center has had its uniqueness since its establishment. On January 10, 2017, the National Development and Reform Commission and the Ministry of Science and Technology approved the construction of a comprehensive national science center (hereinafter referred to as Hefei Science Center) in Hefei. Unlike major projects in the general sense, Hefei Science Center aims to become a national source of scientific and technological innovation carrying the national mission and an important force representing the national level in participating in global scientific and technological competition and cooperation. In recent years, Hefei has been fully linked, focusing on the four major fields of information, energy, health, and environment, and making every effort to promote the construction of a comprehensive national science center from "design drawings" to "construction drawings". New progress has been continuously made in areas such as original innovation, industry research transformation, talent attraction, and accelerating the cultivation of new productive forces, promoting the laying of cutting-edge scientific and technological achievements along the way. On February 29th, the International Thermonuclear Fusion Experimental Reactor, the world's largest artificial sun, officially signed a vacuum chamber module assembly contract with the Sino French consortium for the gathering of large-scale scientific facilities. Among them, the Institute of Plasma Physics of the Chinese Academy of Sciences Hefei Institute of Physical Sciences, as the core participant, demonstrated Hefei's strength in building large scientific devices. "Large scientific devices are the core of Hefei Science Center," Song Yuntao, vice president of the Chinese Academy of Sciences Hefei Institute of Material Science, said. In April 2023, the Chinese scientific facility "Artificial Sun" - the world's first fully superconducting tokamak fusion experimental device - achieved significant results. After 122254 experiments, it successfully achieved 403 seconds of steady-state long pulse high confinement mode plasma operation, creating a new world record. In 2022, the steady state strong magnetic field experimental device hybrid magnet of the High Magnetic Field Science Center of the Chinese Academy of Sciences Hefei Institute of Material Sciences produced a steady state magnetic field of 452200 gauss, breaking the world record for magnets of the same type. "Since the steady state strong magnetic field experimental device was put into operation, it has provided experimental conditions for more than 170 units at home and abroad, and has made a large number of cutting-edge achievements," Kuang Guangli, president of Anhui University and researcher of the Chinese Academy of Sciences Hefei Institute of Material Science, told reporters. The large scientific facility is considered a catalyst for world-class scientific research achievements, a booster for the transformation and upgrading of high-tech enterprises, and an incubator for high-level innovative talents. Gong Yan said that researchers have a great demand for high-end experimental equipment, research platforms, etc. Therefore, the key to building the Hefei Science Center is to build a batch of large scientific facilities, rely on large scientific facility clusters, attract, gather, and integrate relevant resources and advantageous forces across the country. At present, the Hefei Science Center has built four major scientific facilities, including synchrotron radiation, fully superconducting tokamaks, steady-state strong magnetic fields, and future network testing facilities (Hefei Branch Center). There are also nine major scientific facilities under construction or planned, making it one of the most densely populated areas of major scientific facilities in China. Recruiting talents and intelligence to build a high-energy level
