On the 11th, Dai Bing, the Deputy Permanent Representative of China to the United Nations, made a statement during the Security Council's review of the Democratic Republic of Congo issue, calling on the international community to avoid interfering in the internal affairs of the Democratic Republic of Congo. Dai Bing said that the Democratic Republic of Congo is currently in a critical stage of advancing the political process and maintaining security and stability. A peaceful, stable, and developing Democratic Republic of Congo is in the common interests of regional countries and the international community. The Congo (Democratic Republic of Congo) general election is imminent. The Chinese side appreciates the significant efforts made by the government of the Democratic Republic of Congo and the National Independent Election Commission in preparing for the elections. China believes that the government and people of the Democratic Republic of Congo have the ability to hold peaceful elections. The general election is an internal affair of the Democratic Republic of Congo. The international community should fully respect the sovereignty and leadership of the Democratic Republic of Congo, encourage all parties to resolve their differences through dialogue and consultation, and avoid interfering in the internal affairs of the Democratic Republic of Congo. Dai Bing said that the security situation in the eastern part of the Democratic Republic of Congo remains severe. Armed groups such as the M23 movement continue to launch attacks, causing casualties and displacement. The Chinese side supports the joint action of the Congolese military and the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO), urging armed groups such as the M23 Movement to immediately cease fire and stop violence, and withdraw from the occupied areas. The situation in the eastern part of the Democratic Republic of Congo involves overall regional security. The international community should support the Nairobi and Luanda processes, and support relevant countries in resolving differences through dialogue and consultation. China supports regional organizations in carrying out peacekeeping operations and hopes that regional countries can strengthen coordination with the Democratic Republic of Congo to maintain common regional security. Dai Bing said that the Chinese side welcomes the signing of a comprehensive disengagement plan between the Democratic Republic of Congo (DRC) government and the United Nations Stabilization Mission (MONUSCO), and has reached an agreement on the phased downsizing and withdrawal of MONUSCO. The future transition of the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO) requires a smooth handover of tasks with the Congolese government, which is conducive to maintaining security and stability in the withdrawn areas. To ensure the safe and orderly transition of the United Nations Stabilization Mission in Congo, and to ensure the safety of peacekeeping personnel and United Nations assets. (Lai Xin She)
