The implementation of the Regulations will promote water conservation throughout society, provide strong legal guarantees for ensuring national water security, promoting ecological civilization construction, and promoting high-quality development. Water is a fundamental natural resource and strategic economic resource that concerns national economy and people's livelihood. The basic national condition of China is that there are more people and less water. Faced with the contradiction between water supply and demand, water-saving is the key to solving water security issues. In recent years, China has continuously promoted water-saving work and carried out the construction of a water-saving society, achieving positive results. However, compared with the situation of water resource shortage, water-saving work still faces problems such as water management needs to be strengthened, water-saving measures need to be improved, incentive policies need to be sound, and supervision needs to be increased. Therefore, according to the actual needs of strengthening water-saving work, promoting water-saving legislation and formulating specialized administrative regulations for water-saving can help comprehensively and systematically regulate and promote water-saving activities. Using water has never been an instantaneous action to turn on the faucet, but rather a matter that runs through the entire process of economic and social development and various fields. From the perspective of the entire process of water use, it covers aspects such as water planning, quota formulation, metering, and water supply; From a field perspective, it involves aspects such as industry, agriculture, and daily life. Therefore, saving water is a comprehensive measure that must be taken throughout the entire process and field. The Regulations have made clear provisions on strengthening water quota management, total quantity control, planned water use management, water use planning, and water pricing system. At the same time, there are corresponding constraints and norms for the construction of high water consumption industry projects. Only by doing a good job of conservation throughout the entire process of water use can we better achieve constant, comprehensive, and ubiquitous conservation. To save water, the key is to do a good job in "conservation". For example, in the field of agriculture, we will vigorously develop water-saving agriculture and dryland agriculture, and promote water-saving irrigation technologies; For example, in the industrial field, industrial enterprises adopt advanced and applicable water-saving technologies, processes, and equipment; For example, in the field of urban construction, we support the renovation of old water supply network facilities and promote the reduction of building operating water consumption. To prioritize the conservation of water resources, it is necessary to establish a culture of conservation in terms of concepts, awareness, and measures, while improving the efficiency of water resource utilization and making good use of every drop of water with a meticulous thinking. To promote water conservation in the form of laws and regulations, legal responsibilities must be clearly defined. The Regulations have made clear provisions on illegal activities. For example, strict administrative penalties such as fines and revocation of water intake permits are imposed on illegal activities such as encroachment, damage, unauthorized movement of water metering facilities, or interference with water metering. High water consuming industrial enterprises exceed their water usage quotas and fail to carry out water-saving renovations on schedule. This also sends a clear signal that water usage cannot be arbitrary, and behaviors that waste water resources will be subject to legal constraints.
