On April 18th, the reporter learned from the Ministry of Education that in order to cultivate national strategic talents and urgently needed talents, the General Office of the Ministry of Education recently issued a notice on further improving the establishment of undergraduate majors in ordinary higher education institutions, making arrangements for the establishment of undergraduate majors. The notice clearly states that universities should plan to add majors in advance based on the needs of economic and social development, regional development needs, their own educational positioning, and educational conditions. The notice focuses on the implementation of the annual update and release mechanism for undergraduate majors, the improvement of the setting and adjustment mechanism for undergraduate majors, the dynamic adjustment of national control over the distribution of majors and special majors, the implementation of the pre declaration system for major settings, the strengthening of argumentation and publicity for the addition of majors, the regulation of degree granting categories and years of study, the regulation of major name adjustment, the regulation of major revocation work, the regulation of the professional setting work for newly established undergraduate universities and cooperative educational institutions with legal personality, and the regulation of the registration and approval of cooperative educational majors, and makes specific requirements. The Ministry of Education updates the "Catalogue of Undergraduate Majors in Ordinary Higher Education Institutions" every year, and undergraduate enrollment majors in universities are executed according to the updated and published catalogue of majors. The notice proposes that universities should conduct research and demonstration on the necessity and feasibility of adding majors, highlight the characteristics of university education, optimize the allocation of teaching staff and teaching resources, propose scientific talent training plans, ensure the quality of professional settings, and actively accept social supervision. The notice requires provincial-level education administrative departments in various regions to focus on serving regional economic and social development, guide universities to add majors related to strategic emerging industries and urgently needed majors in regional development, build characteristic and advantageous professional groups, and eliminate majors that do not conform to economic and social development and school positioning.
