In order to thoroughly implement the new Food Safety Law of the People's Republic of China and its implementation regulations, as well as the Measures for the Administration of Food Business License and Filing, and other legal and regulatory requirements, the State Administration for Market Regulation has recently revised and issued the General Rules for the Review of Food Business Licenses, which will be implemented from the date of publication. The main content of this revision includes: strict requirements for licensing review in key areas. Emphasis is placed on strict requirements for the examination of cafeteria permits for schools, daycare institutions, and other centralized dining units. Provisions are made from the aspects of the applicant for the permit, the labeling of the operating form, the principle of hierarchical correspondence, and the establishment of a contracting management system. Further strict requirements will be imposed on the permit review for the contracted operation of canteens in terms of obtaining permits in the location of the contracted canteen, risk prevention and control capabilities, cross provincial operations, personnel, and systems. Optimize the requirements for food business licenses. Based on the newly revised Measures for the Administration of Food Business License and Filing, we will expand the simplification of food business license procedures and other aspects. For simple food products with lower safety risks such as "making cucumbers" and "brewing tea", we will clarify that facility and equipment, specialized areas, and other review contents can be appropriately simplified while ensuring food safety. We will also mark simple production and sales in the copy of the food business license, clarify the specific situation of setting up specialized rooms or operating areas, fully unleash the dividends of reform, and create a convenient and beneficial business environment. In response to emerging business models such as food chain enterprise headquarters and the use of food automatic equipment for food operations, the focus is on proposing licensing review requirements from the aspects of organizational structure, personnel, systems, etc., clarifying the food service management company's food safety management responsibilities for its branches, subsidiaries, and absolute controlling other enterprises, as well as the food safety management responsibilities of the food chain enterprise headquarters for its central kitchen, distribution center, stores, etc., in order to promote the healthy development of emerging industries while ensuring food safety.
