2024-04-18

Editor's note: April 18th is the International Day of Monuments and Sites established by UNESCO. 60 years ago, the International Conference of Architects and Technicians of Historic Monuments was held in Venice and adopted the Venetian Charter, declaring to the world that the historical landmarks of generations of people, filled with information from the past, have been preserved to this day, becoming a witness to people's ancient lives. Civilization continues the spiritual bloodline of a country and nation. The cultural heritage carrying brilliant civilization and historical memory is a precious treasure left by our ancestors to today's people. The Chinese civilization has a long and uninterrupted history. A precious historical and cultural heritage that records the long and brilliant Chinese civilization, and also witnesses the endless growth of Chinese culture. We not only need to safeguard and protect these precious historical and cultural heritages that are full of the light of human civilization, but also make good use of and inherit them, so that the cultural relics hidden in museums, the heritage displayed on vast land, and the characters written in ancient books can all come to life. Let the Chinese civilization, together with the rich and colorful civilizations created by people from all over the world, provide correct spiritual guidance and strong spiritual power for humanity. April 18th every year is the International Day of Monuments and Sites established by UNESCO. This year marks the 60th anniversary of the birth of the International Charter on the Protection and Restoration of Monuments and Sites (hereinafter referred to as the Venice Charter). In the face of the constantly changing international situation and challenges such as climate and environment, in order to return people to the original intention of cultural heritage protection and shoulder the responsibility of protecting the common heritage of humanity for future generations, the International Council on Monuments and Sites (ICOMOS) has designated this year's theme as "The 60th Anniversary of the Venis Charter and the Challenges of the Times". After the birth of the guiding documents during World War II, people became increasingly aware of the importance of preserving cultural heritage. However, due to differences in understanding, many historical sites face the risk of further destruction in the process of urban reconstruction. The guiding principles for the protection and restoration of ancient architecture should be recognized and regulated internationally, which became a consensus among cultural heritage protectors in various countries at that time. Under the advocacy of UNESCO, the Second International Conference of Architects and Technicians of Historic Monuments was held in Venice, Italy in May 1964. The conference formed and adopted the International Charter for the Protection and Restoration of Monuments and Sites, also known as the Venice Charter. It is a systematic summary of the Athens Charter on the Restoration of Historic Monuments in 1931 and the international community's concept of heritage protection and the theories and practices of heritage protection in various countries since World War II. It clearly answers a series of questions such as why to protect, what to protect, and how to protect, laying the theoretical foundation and practical guidelines for international cultural heritage protection, and becoming a guiding document in the field of heritage protection and restoration. The Venetian Charter consists of six chapters and sixteen articles. Its spiritual connotation is prominently reflected in five aspects: firstly, it emphasizes that historical sites are witnesses of history, a common heritage of all mankind, and that protecting cultural relics for future generations is a common responsibility of humanity. The Venetian Charter begins with the following statement: "The historical landmarks of generations of people, filled with information from the past, remain to this day, becoming witnesses to people's ancient lives. People are increasingly aware of the unity of human values."
