Cultivating future industries requires not only a "first mover move", but also a "red line" and "bottom line"

The future industry is the key to cultivating and building new quality productive forces, and is an important measure for China to shape its national competitive advantage in the new era. The 2024 Government Work Report pointed out that future industrial development plans should be formulated, new tracks such as quantum technology and life sciences should be opened up, and a number of future industrial pilot zones should be created. Basic research is at the beginning of the scientific research chain from research to application, and then to production, and is the core element that drives the birth of future industries and the development of new quality productive forces. Only when the foundation of basic research is firmly established, and original and disruptive technological innovations emerge, can the building of future industries be built high, and breakthrough development of new quality productivity be achieved. Currently, a new round of technological revolution and industrial transformation is deepening, and the international scientific and technological competition and cooperation situation is complex, with unprecedented fierce competition around future industries. To achieve the goal of building a modern industrial system in China, it is necessary to strengthen basic research for future industries and systematically promote scientific and technological innovation. One is to aim at the commanding heights of future industrial development and make forward-looking layouts in related basic research fields. Under the "science technology industry consortium" model, breakthroughs in basic research play a fundamental leading and supporting role in the research and development of key core technologies and future industrial development. In recent years, countries and regions such as the United States, the European Union, and Japan have made important deployments in cutting-edge technologies such as artificial intelligence, quantum technology, neuroscience, microelectronics, blockchain, biomedicine, and new energy. Their commonality lies in providing sustained and strong support for basic research that plays a supporting role in future industrial development from a national strategic perspective, connecting basic research with emerging industries and national goals, in order to compete for the dominant position in future international competition. In this regard, China must emphasize the important role of basic research in shaping future industrial competitiveness in the concept of science and technology policy planning. The strong leadership of the Party and the efficient administrative power of the government are the institutional advantages for China's future industrial development. We should continue to strengthen the role of the Party and the state as major innovation organizers, fully leverage the advantages of the new national system under the conditions of socialist market economy with Chinese characteristics, and carry out intelligent research and development in the field of basic research with both potential and risk. We should play a proactive role in occupying the high ground and taking the initiative in future industrial development. The second is to strengthen the dominant position of enterprises in basic research and enhance their independent innovation capabilities. The strategic needs and research and development capabilities of enterprises are increasingly becoming key factors affecting future industrial development. However, from the perspective of investment structure in basic research, the current investment in basic research in China mainly relies on the central government, and enterprise investment is clearly insufficient. From the perspective of the inclusive support policy system that covers the entire lifecycle of enterprises, there is a common phenomenon in China where financial instruments supporting enterprise technological innovation tend to prioritize the backend over the frontend. However, technology-based enterprises in the seed and start-up stages usually require more funds for basic research in the frontend, resulting in a mismatch between financing needs and financial supply. From the distribution of basic research strength, relevant scientific research talents and resources are mainly concentrated in universities and research institutions, and the basic research strength of enterprises is relatively weak.
