The Department of Justice of the Hong Kong Special Administrative Region Government recently released the Action Plan for the Construction of the Rule of Law in the Guangdong Hong Kong Macao Greater Bay Area, proposing the basic principle of "Three Links, Two Links, and One Bay Area", strengthening cooperation with industry and other stakeholders, and effectively implementing the various policy measures set out in the Action Plan. The Department of Justice stated that it will actively promote the interconnection of hardware and software in the construction of the rule of law in the Bay Area through mechanisms, rules, and talents, and achieve the goal of "One Bay Area" where different cities work together, exhibit their strengths, and different legal systems collaborate and show their respective advantages. Regarding the specific measures of the "Three Links", Deputy Director of the Department of Justice, Zhang Guojun, stated that in terms of mechanism coordination, the Department of Justice will actively promote the establishment of a high-level permanent communication platform for the Greater Bay Area with the Supreme People's Court, and will also promote the establishment of an information platform for legal and dispute resolution services in the Guangdong Hong Kong Macao Greater Bay Area; In terms of rule connection, we will continue to actively strive to expand the scope of application of the "Hong Kong funded Hong Kong Law" and "Hong Kong funded Hong Kong arbitration" measures, promote the development of best practices for non litigation dispute resolution rules in the Greater Bay Area, plan to hold a training course for mediators in the Greater Bay Area in Hong Kong, establish an online dispute resolution platform for the Greater Bay Area, and continue to actively support Hong Kong mediation institutions to participate in commercial mediation cases in mainland courts in the Greater Bay Area through special invitation mediation organizations; New measures in talent connectivity include the establishment of the Hong Kong International Legal Talent Training Institute, actively promoting the establishment of specific platform organizations for lawyers in the Greater Bay Area, and continuing to organize various exchange and exchange activities. The Secretary for Justice, Lin Ting kuo, stated that the Department of Justice has released an action plan, demonstrating a high level of importance and a proactive and pragmatic attitude towards the construction of the Greater Bay Area. The Department will establish a constant and efficient coordination mechanism with relevant departments in the mainland, and continue to listen to the opinions of the industry and other stakeholders, encouraging the industry to explore new opportunities. At the same time, it will help the industry build a platform for communication and cooperation, promote consultation, co construction, sharing, and integrated development within the Greater Bay Area, and contribute to the country's major development strategy.
