The gap exceeds 29 million, and departments are promoting the cultivation of digital talents

On April 17th, the reporter learned from the Ministry of Human Resources and Social Security that in order to leverage the fundamental role of digital talents in supporting the digital economy and accelerate the formation of new productive forces, the Ministry of Human Resources and Social Security and nine other departments have issued the Action Plan for Accelerating the Cultivation of Digital Talents to Support the Development of the Digital Economy (2024-2026) (hereinafter referred to as the Action Plan). The development of the digital economy has brought about a sustained high demand for digital talents, and a large number of digital and intelligent positions have emerged. The data shows that the overall shortage of digital talents is about 25 to 30 million, and the gap is still widening. The shortage of talents is expected to last for three to five years. Experts say that with the increasing demand for digital talent in related industries, talent shortage has become an important factor restricting the development of the digital economy. The Action Plan proposes to closely meet the needs of digital industrialization and industrial digital development, and to solidly carry out special actions such as cultivating, attracting, retaining, and utilizing digital talents in about three years, to increase the effective supply of digital talents and form a gathering effect of digital talents. The Action Plan regards the implementation of the Digital Technology Engineer Training Project as one of the six key projects, and proposes to focus on new professions in the digital field such as big data, artificial intelligence, intelligent manufacturing, integrated circuits, and data security. With technological innovation as the core and data empowerment as the key, national vocational standards will be formulated and promulgated, training courses will be developed, and standardized training and social evaluation will be carried out according to professions, specialties, and levels. Those who obtain professional and technical level certificates can be recognized for corresponding professional titles. The Action Plan also deployed key projects such as the Digital Skills Enhancement Action, Digital Talent International Exchange Activities, Digital Talent Innovation and Entrepreneurship Action, Digital Talent Empowerment Industry Development Action, and Digital Vocational and Technical Skills Competition. At the same time, we will increase policy support from six aspects: optimizing training policies, improving evaluation systems, improving distribution systems, increasing investment levels, unblocking flow channels, and strengthening incentive guidance.
