In recent years, with the accelerated pace of aging in China, the elderly cultural and tourism consumer group has continued to grow, and market demand has grown rapidly. Cultural and tourism consumption is becoming an important engine for promoting the development of the silver haired economy. Recently, the General Office of the State Council issued the "Opinions on Developing the Silver Hair Economy and Enhancing the Welfare of the Elderly", which clearly pointed out the need to expand tourism service formats for the silver haired population, improve tourism service facilities, encourage the development of various tourism products, strengthen tourism market supervision, and other methods to continuously enhance the welfare of the elderly. According to data released by the National Bureau of Statistics, as of the end of 2023, the total population of people aged 60 and above in China was 297 million, accounting for 21.1% of the national population. It is expected that by 2035, the elderly population in China will exceed 400 million. The Annual Report on Domestic Tourism Development in China (2022-2023) released by the China Tourism Research Institute shows that in 2021, middle-aged and elderly tourists aged 45 and above traveled a total of 1.194 billion times, accounting for 36.81% of the domestic tourism market. According to a survey by the National Committee on Aging, from 2016 to 2020, the average annual growth rate of cultural and tourism consumption among the elderly in China reached 23%. In 2021, the consumption of cultural and tourism among the elderly exceeded 700 billion yuan, and the silver haired group is becoming the driving force of cultural and tourism consumption. The increasing demand for cultural and tourism consumption among the silver haired group has further promoted the development and growth of the silver haired tourism market. However, in this process, some urgent problems have also arisen. The aging friendly infrastructure and services of cultural and tourism consumption venues still need to be improved, and the supply of cultural and tourism products specifically targeting the silver haired group is slightly insufficient. Some silver haired groups still need to further adapt to the digital trend of the cultural and tourism industry. The elderly cultural and tourism economy is related to the common development of industries and undertakings. Currently, various levels of government, cultural and tourism enterprises, consumers and other stakeholders are working together to create a safe and orderly elderly tourism market environment, and promote the high-quality development of the silver haired cultural and tourism economy. Efforts will be made to create an elderly friendly cultural and tourism environment. Each region should rely on its local cultural and tourism resources, focus on optimizing and integrating resources, form a distinctive and reasonably laid out elderly cultural and tourism industry system, and build a development pattern with precise tourism products, professional tourism services, and diversified business formats. At the same time, it is necessary to accelerate the development of the elderly tourism market towards standardization and quality, continuously improve service standards, and effectively protect the rights and interests of the elderly. In response to the shortcomings in ensuring the safety of elderly travel, we should vigorously develop the elderly tourism insurance business, establish and improve the public service system for elderly tourism, promote the accessibility and aging friendly transformation of service facilities in tourism venues, improve the level of accessibility equipment in public transportation, and actively create a comfortable and convenient tourism environment for elderly tourists. In addition, we support the development of more aging friendly intelligent service products to enhance the level of digital aging. Strengthen the innovation of elderly tourism products. On the basis of fully analyzing the consumption psychology, behavioral habits, and purchasing preferences of the elderly population, relying on local resource endowments, industrial characteristics, etc., in response to the diversified needs of the elderly population, enriching the supply of elderly cultural and tourism products, planning high-quality tourism products suitable for leisure and health care, rural tourism, cultural experiences, etc., targeting different interests, hobbies, and physical fitness
