All 31 provincial-level regulatory and normative document databases across the country have been completed and put online, and digital empowerment has been used to promote the improvement of filing and review work and efficiency

After the opening of the national legal and regulatory database in February 2021, China has made significant progress in the construction of normative document databases. As of March 15, 2024, all 31 provincial-level regulatory and regulatory document databases in China have been completed and put into use. At present, the provincial-level regulatory document database has collected over 350000 local regulations, rules, and other types of normative documents at all levels. The stored documents horizontally cover the five major systems of local people's congresses, governments, supervisory commissions, courts, and procuratorates, and vertically cover the four levels of provinces, cities, counties, and townships. The data of stored documents is continuously and dynamically updated. The "Plan for the Construction of a Rule of Law China (2020-2025)" clearly proposes the construction of a unified national platform for laws, regulations, rules, administrative normative documents, judicial interpretations, and internal party regulatory information. Starting from the first half of 2021, the Standing Committee of the National People's Congress has focused on deploying and promoting the construction of provincial-level databases in Zhejiang, Guangdong, Chongqing, and Ningxia as pilot provinces based on the completion of the first phase of the national legal and regulatory database. On the basis of the pilot project, starting from September 2022, we will promote the comprehensive construction of a provincial-level regulatory and normative document database nationwide. Building a unified, comprehensive, accurate, and authoritative provincial-level regulatory document database is an important measure to implement the decision-making and deployment of digital China construction. During an interview with the Legal Daily reporter, it was learned that the standing committees of provincial people's congresses attach great importance to database construction work, conscientiously deploy and take action, and all parties work together to continuously promote database construction. In the process of database construction, some good experiences and practices from various regions have provided reference for improving the quality and efficiency of the next step of filing and review work. Zhejiang: Opening up the "last mile" to promote the review of township and street registration, carrying out the work of township and street registration review, can connect the provincial, municipal, county, and township registration review system, and achieve full coverage of registration review at a higher level. As one of the first four pilot provinces, Zhejiang Province completed the first phase of database construction as scheduled by the end of 2021. Taking the second phase of database construction as an opportunity, Zhejiang Province has taken the lead in deploying and carrying out the filing and review of normative documents for townships and streets throughout the country, with a focus on including the currently effective normative documents for townships and streets into the database. From the first half of 2023 to August, the Legal Work Committee of the Standing Committee of the Zhejiang Provincial People's Congress coordinated with relevant departments to complete the construction of the township and street people's congress work module of the Provincial People's Congress filing review system. At the same time, coordinated the completion of the second phase of database construction, and made technical preparations for the online filing work of townships and streets. In October 2023, all townships and streets in the province completed the reporting of current effective normative documents through the Provincial People's Congress filing and review system. The normative document filing data generated by the Provincial People's Congress filing review system for townships and streets will be collected in real-time and displayed in the provincial regulatory and normative document database. The review of normative document filing in townships and streets and the construction of the second phase of the database are two complementary and mutually reinforcing tasks. Filing review helps to improve the standardization and legality of regulatory documents for storage, and database construction helps to improve the accuracy and comprehensiveness of filing review.
