Publication and First and Second Reads of the Hong Kong Special Administrative Region's Draft Safeguarding National Security Ordinance

The draft of the Hong Kong Special Administrative Region's "Safeguarding National Security Ordinance" was gazetted on the 8th. The Legislative Council of the Special Administrative Region held a meeting at 11 o'clock on the same day to handle the first and second readings of the bill. According to the process of formulating laws in the Hong Kong Special Administrative Region, bills must pass the third reading process in the Legislative Council before they can be enacted into law. The Hong Kong Special Administrative Region Government conducted a public consultation on the legislation of Article 23 of the Basic Law of Hong Kong from January 30 to February 28, receiving a total of 13489 opinions, of which 98.6% expressed support and proposed positive optimization suggestions, indicating that the legislation has a strong public opinion foundation.
