The author learned from Guangzhou Customs that in recent years, the import scale of cross-border e-commerce in Guangzhou has maintained rapid growth, from 168 million yuan in 2014 when pilot cross-border e-commerce business was launched to 29.37 billion yuan in 2023, with an average annual growth of about 77.5%. Since 2015, the import scale of cross-border e-commerce in Guangzhou has ranked first in the country for 9 consecutive years. In order to accelerate the development of cross-border e-commerce industry, Guangzhou Customs has conscientiously implemented the deployment requirements of superiors, combined with the characteristics of cross-border e-commerce industry development and enterprise needs in the customs area, and continuously innovated regulatory optimization services. Among them, in order to ensure the efficiency of cross-border e-commerce product customs clearance, currently, Nansha cross-border e-commerce outbound packages have achieved 24-hour intelligent customs clearance. In addition, Guangzhou Baiyun Airport Customs has established a 24-hour customs clearance operation result summary mechanism, adopting a "pre audit, arrival release" mode, continuously deepening the use of "smart machine inspection" and peer-to-peer intelligent technology, and comprehensively improving the efficiency of document review and package passing inspection. The return and exchange process of cross-border e-commerce products is also a key concern for consumers. "To assist consumers in 'buying with peace of mind and returning with no worries', we comprehensively promote the cross-border e-commerce retail import return center warehouse model, achieving a' one-stop 'sorting, return declaration, and re listing of consumer returned packages in the area, and bridging the' last mile 'of domestic consumer returns." said Xie Mingxian, Director of the Cross border E-commerce Supervision Department of Nansha Customs. According to statistics, after promoting the cross-border e-commerce retail import return center warehouse model, the import return process can be shortened to 3-5 days. "The customs will continue to improve its business processes, establish a comprehensive service system such as customs clearance guarantee and policy support, support the transformation of traditional foreign trade enterprises, fully leverage the logistics advantages of air, sea, land, and rail in the Pearl River Delta, continue to promote the healthy, standardized and orderly development of new formats, and promote high-quality development of foreign trade through services." said Lin Jianbin, Director of the Cross border E-commerce Business Department of the Postal Supervision Department of Guangzhou Customs.
