On the 28th, the General Administration of Customs announced the "Overall Plan for the Construction of Shanghai Oriental Hub International Business Cooperation Zone", which clarifies that the core function of the business cooperation zone is international business exchange, meets the short-term business activity needs of overseas personnel, and provides convenience for international business personnel to conduct business meetings, business negotiations, and other activities within the business cooperation zone. The plan is clear. Based on the management system of the comprehensive bonded zone, customs supervision zone, and port limited area, the business cooperation zone will add specific policies and measures to facilitate the cross-border movement of personnel in closed areas and business service functions. Leveraging the advantages of international and domestic personnel exchange between Shanghai East Station and Pudong International Airport, as well as the transfer passenger flow advantage of Pudong International Airport, it will create a highly convenient international business exchange and cooperation platform. The planned area of Shanghai Oriental Hub International Business Cooperation Zone is about 0.88 square kilometers, with the development positioning of "three new", namely a new platform for facilitating international business exchanges, a new carrier for gathering service resource elements, and a new node for promoting the integrated development of the Yangtze River Delta. During the construction process, measures such as integrated optimization management mode, convenient personnel entry and exit, and convenient luggage and item management will be implemented. The relevant measures mainly include: customs implementing supervision on luggage and items carried by personnel entering and exiting the area in accordance with the principles of basic relaxation on the international side and strict control on the domestic side; The immigration management department has issued a valid invitation to the comprehensive management agency of the business cooperation zone for foreign personnel entering the area by taking international (regional) flights from Pudong International Airport. They do not need to verify entry permits such as Chinese visas, but only conduct international travel document verification. They can stay for 30 days for business activities in the zone and apply for extensions as needed; Provide sufficient convenience for foreign personnel to carry personal use and a reasonable amount of luggage into the business cooperation zone. Customs only carry out safe access to luggage and animal and plant quarantine supervision, and immigration management departments do not conduct inspections unless necessary for law enforcement and case handling. The plan also specifies that by 2025, the closure acceptance of the business cooperation zone will be completed, and the basic functions of the business cooperation zone will be put into operation. By 2028, the business cooperation zone will achieve full enclosed operation, complete the construction of key functional infrastructure, and have functions such as business exchange, international exhibitions, and international training. By 2030, a comprehensive business cooperation zone will be established to achieve the functional goals of facilitating regional cross-border exchanges, active international business activities, gathering innovative resource elements, leading professional service capabilities, and complete supporting facilities.
