Chinese experts attending the Mu'an Meeting discuss a new vision for the international order

The 60th Munich Security Conference (MSC) opened on the 16th in the southern German city of Munich, and reflecting on the existing international order that has led to the "double loss" dilemma is one of the main topics of this conference. Chinese experts and scholars attending the meeting expressed in an interview with Xinhua News Agency that we should update our thinking, fully respect each other's opinions, especially those of developing countries, and strive to establish and improve a just and reasonable international order. The Munich Security Conference was founded in 1963, formerly known as the International Defense Conference with a focus on transatlantic partnerships. It has now developed into one of the important annual forums in the field of international strategy and security. The 2024 Munich Security Report, released before the opening of this conference, pointed out that there are obvious flaws in the existing international order. Countries in the southern world are dissatisfied because they have not received the expected benefits, and developed Western countries that once supported this order are also dissatisfied because their share of benefits has decreased. The zero sum thinking of "relative benefits" has led the world into a "double loss" dilemma. UN Secretary General Guterres said in his speech on the opening day of the conference that the current international order has not served everyone, and it can even be said that it has not served anyone. Regarding this, Cui Hongjian, a professor at the Institute of Regional and Global Governance at Beijing Foreign Studies University and Vice President of the China European Society, said that if the West truly realizes the "dual loss" dilemma, they need to update their thinking, especially in terms of a significant change in their international order perspective. The 2024 Munich Security Report states that "making a big cake" is a way to address the dissatisfaction of countries with the existing international order. But Ghanaian President Akufo Ado pointed out in his speech that the global southern countries believe that the problem they face is not how to make the cake bigger, but how to distribute the cake more reasonably. Sun Chenghao, an assistant researcher at the Center for Strategic and Security Studies at Tsinghua University, said that how to allocate developing countries to a reasonable portion is a problem that needs to be reformed and adjusted in the current international order. But the West believes that changing the distribution mechanism to allow developing countries to receive more benefits means that developed Western countries can receive less. In fact, the West has not really found a way to make a big cake, just focusing on how much to distribute, which is the root cause of the "double loss" dilemma. Cui Hongjian pointed out that at present, economic globalization is encountering a countercurrent, and international trade protectionism prevails. China still firmly promotes globalization, and contributes continuously to global economic recovery and development through multilateral cooperation initiatives such as the joint construction of the "the Belt and Road". He believes that "the West should also truly return to the direction of development cooperation.". As for how to build a more perfect international order, Sun Chenghao said that China's global development initiative, global security initiative, global civilization initiative, and the "the Belt and Road" initiative and other cooperation mechanisms have taken into account the needs of all parties and improved the existing international order. Liu Zuokui, Deputy Director of the European Research Institute of the Chinese Academy of Social Sciences, said that in the future, all parties should adhere to the principle of consultation and construction, fully respect each other, especially the security concerns of developing countries, and strive to establish and improve a just and reasonable international order.
