Recently, the Gansu Provincial Medical Security Bureau and three other departments jointly issued the "Implementation Rules for the Management of Medical Insurance Payment Qualifications for Personnel in Designated Medical Institutions in Gansu Province", which clarifies that from March this year, "driver's license style" point management will be implemented for personnel in designated medical institutions to further safeguard the safety of medical security funds and the legitimate rights and interests of insured persons. The implementation rules propose to implement a "one person, one file" point management system for relevant personnel. For responsible personnel of designated medical institutions who violate laws or service agreements, administrative penalties or agreement processing will be imposed, and points will be scored according to the nature of their behavior and the degree of responsibility. Seven measures will be taken for different scoring levels. The relevant person in charge of Gansu Provincial Medical Security Bureau introduced that the implementation rules will establish a long-term constraint mechanism for the safe use of medical insurance funds through quantitative management, dynamic warning, and graded punishment, and guide relevant personnel of designated medical institutions to improve their integrity awareness and strengthen self-discipline management from the source.
