Not long ago, social worker Peng Fang visited Mrs. Xiong's house in Jiangdi Street, Hanyang District, Wuhan, Hubei. As soon as she entered, she saw Granny Xiong's severely mentally disabled daughter panting heavily. You came just in time, what should we do Grandma Xiong anxiously said. Immediately take them to the hospital, "Peng Fang hurriedly took a taxi to take them to the Respiratory Department of Tongji Medical College Affiliated Union Hospital of Huazhong University of Science and Technology. Xiao Peng, I can't hear clearly in my ears. Tell the doctor that my daughter has nodules on her lungs, "Grandma Xiong reminded. Don't worry, I am very familiar with the situation of the elder sister Peng Fang said. Waiting in line for diagnosis, examination, and medication collection... As noon approached, Peng Fang finally completed all the procedures. She picked up a large bag of medicine and escorted Mrs. Xiong and her daughter back home. Grandma Xiong is 77 years old this year. After losing her spouse, she relies on her 49 year old daughter for survival. Grandma Xiong was diagnosed with a tumor in January this year, and her daughter has a serious mental illness. Seeking medical treatment and buying medicine is one of the difficulties they encounter in their daily lives. In recent years, the Department of Civil Affairs of Hubei Province has successively piloted the development of "service-oriented social assistance" in cities, prefectures, and districts throughout the province. Starting from 2023, Hanyang District, as one of the pilot areas, will expand its service scope for disadvantaged groups from assisting with meals and cleaning to the new field of "accompanying diagnosis and medical treatment". How to determine the service target? Through a survey, Hanyang District has identified disadvantaged individuals who hold "social assistance certificates and severe cases" as service recipients for "accompanying medical treatment". Elderly people living alone, empty nesters, and other special difficulties are also included in the service scope after being recommended by the community. After sorting, Hanyang District established information files for nearly 2000 people according to the principle of "one person, one file". The Civil Affairs Bureau of Hanyang District recruits social work organizations to provide services such as accompanying medical consultations, special medicine delivery, and inpatient care for disadvantaged groups through government procurement of services. At the beginning of this year, the riders in our area joined a WeChat group, and everyone took the initiative to accept orders to buy medicines for disadvantaged groups and deliver them to their doorstep Waimai delivery rider Li Wentao said that first, they need to go to the homes of disadvantaged groups to obtain medical insurance cards, medical records, prescriptions, drug lists, etc. Sometimes they also need to go to hospitals to issue prescriptions on their behalf. Drugs need to be purchased from designated hospitals or critical care pharmacies, and sometimes they have to queue for one or two hours. Running a single order takes longer than delivering four or five meals. However, everyone thinks this is a very meaningful thing. Recently, Li Wentao received an order to buy fistula bags and drugs for an elderly person suffering from colon cancer. He took a two-hour bus ride to a designated pharmacy located in Hongshan District to purchase them. The original price of these critical care drugs and medical supplies is over 1000 yuan, but after going through the medical insurance reimbursement process at designated pharmacies, patients only need to spend over 60 yuan and it's worth it to travel as far as possible, "said Li Wentao. It is reported that Hanyang District is exploring cooperation between social work organizations and express delivery riders from multiple platform companies within its jurisdiction. Social workers release drug purchase demands on behalf of disadvantaged groups, and riders voluntarily undertake services and pay remuneration based on mileage. Since May 2023, social workers and volunteers in Hanyang District have provided medical assistance services to 1338 people in need, including 625 accompanying consultations and 713 special medicine deliveries.
