Starting from July this year, drug sales require scanning a traceability code before medical insurance settlement can be made

On the 19th, the National Healthcare Security Administration and four other departments jointly issued a notice on strengthening the collection and application of drug traceability codes in the fields of medical security and work-related injury insurance. It is required that, in principle, from July 1, 2025, the sales process must scan the code as required before settling the medical insurance fund. For drugs without traceability codes that have been purchased before, they will be included in the "no code library" management and can temporarily be settled for medical insurance; Starting from January 1, 2026, all pharmaceutical institutions must achieve full collection and uploading of drug traceability codes. According to the notice, designated medical institutions for medical insurance must accurately collect and verify drug traceability codes and upload them to the national unified medical insurance information platform and the drug traceability system of drug marketing authorization holders, except for traditional Chinese medicine decoction pieces, traditional Chinese medicine formula granules, in-hospital preparations, drugs that must be split and distributed, and scattered injection injections. Retail pharmacies should display drug traceability code information on customer purchase receipts. The notice clearly states that it is necessary to enhance the application of drug traceability codes in negotiations for medical insurance catalogs, formulation of commercial insurance catalogs, online deployment of provincial pharmaceutical centralized procurement platforms, and centralized volume based procurement. All drugs listed in the Basic Medical Insurance Drug Catalog (excluding traditional Chinese medicine decoction pieces, traditional Chinese medicine formula granules, hospital preparations, etc.) must be coded. It is reported that the National Medical Insurance Administration will rely on the national unified medical insurance information platform to build drug traceability information collection and query functions, and provide public services to the society, providing drug traceability information query channels for drug buyers and insured persons, encouraging drug buyers and insured persons to query traceability codes, hold drug purchase vouchers to protect their health rights and interests, and jointly safeguard the security of the medical insurance fund. At the same time, the National Healthcare Security Administration will strengthen the supervision and application of drug traceability codes, focus on building various big data supervision models for drug traceability codes, and severely crack down on illegal and irregular behaviors such as drug swapping and reselling.
