In order to seize the development opportunities of brain computer interface technology and cultivate future industries, Shanghai officially issued the "Shanghai Brain Computer Interface Future Industry Cultivation Action Plan (2025-2030)" (hereinafter referred to as the "Action Plan") on January 10th. This plan focuses on medical grade scenarios, with strategic product orientation, and emphasizes the implementation and application of invasive and semi invasive brain computer interface technologies and products, while encouraging non-invasive development. The Action Plan sets a schedule for the development of the brain computer interface industry in Shanghai: by 2027, promote the completion of clinical trials for more than 5 invasive and semi invasive brain computer interface products, targeting patients with aphasia, paralysis, etc., to help them recover some language and motor functions and achieve high-quality brain control; Attract and cultivate 5 or more independent innovative enterprises with key brain computer interface technologies and product development capabilities, as well as 10 or more domestic backbone enterprises in the upstream and downstream of the industrial chain; Preliminary construction of a brain computer interface innovation ecosystem. By 2030, we aim to achieve high-quality brain control, fully implement clinical applications of brain computer interface products, and create a global innovation highland for brain computer interface products. Multiple brain computer interface enterprises will form a global influence, and the core links of the industry chain will be independently controllable. The development of the brain computer interface industry will become a key force in strategic emerging industries. As a "convergence point" of industries such as biomedicine and artificial intelligence, Shanghai has obvious advantages in the productization of brain computer interfaces. The Action Plan mentions that Shanghai should leverage its advantages such as good industrial supporting conditions and abundant clinical resources to promote product research and development. Support various innovative entities to collaborate with medical institutions to conduct research and clinical trials on invasive and semi invasive brain computer interface products such as motion control, speech synthesis, neurological disease treatment, and visual reconstruction; Encourage enterprises to carry out non-invasive product research and industrialization in the fields of rehabilitation, education, entertainment, etc; Cultivate the main body of the brain computer interface industry chain, carry out research and development of key materials and components such as flexible electrodes, low-power neural signal acquisition and stimulation chips, medical grade implantable batteries, implantable silicone, feedthrough, etc., and accelerate the localization of the industry chain; Based on the industrial foundation of artificial intelligence and robotics in Shanghai, we will collaborate on the research and development of peripheral devices such as humanoid robots/exoskeletons, robotic arms, and prosthetic limbs for brain controlled rehabilitation; Promote universities, research institutes, and other institutions to continue conducting cutting-edge and disruptive technology research, and explore new tracks. The Action Plan has also deployed measures to promote clinical trials and application demonstrations, improve product standards and testing systems, and cultivate an innovative ecosystem in the industry.
