Recently, the National Health Commission issued the "Guiding Opinions on Promoting the Construction of Healthy Villages" (hereinafter referred to as the "Guiding Opinions"). Through poverty alleviation efforts, we have achieved basic medical security, rural residents have access to medical care and doctors, and common and frequently occurring diseases can receive timely diagnosis and treatment. According to the arrangements and requirements of the Central Committee of the Communist Party of China on consolidating and expanding the achievements of poverty alleviation, over the past three years, the policies and working mechanisms of health poverty alleviation have gradually been effectively linked with rural revitalization, and the achievements of ensuring basic medical care have been effectively consolidated. However, there is still a considerable gap between the development of rural health and the increasing demand for medical and health services among rural residents. The health environment urgently needs to be improved, and healthy lifestyles need to be further popularized. Solving these problems and ensuring the health of rural residents is not only an inevitable requirement for the construction of a healthy China, but also an important foundation and guarantee for promoting the comprehensive revitalization of rural areas. In order to implement the deployment requirements of the Party Central Committee and the State Council on rural revitalization and the construction of a healthy China, and to consolidate health guarantees for the comprehensive revitalization of rural areas, the National Health Commission, together with 13 relevant central departments including the National Health Office, the National Development and Reform Commission, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Housing and Urban Rural Development, the Ministry of Agriculture and Rural Affairs, the Ministry of Culture and Tourism, the State Administration for Market Regulation, the General Administration of Sport, the National Medical Insurance Bureau, the State Administration of Traditional Chinese Medicine, and the National Bureau of Disease Control, has studied and formulated the "Guiding Opinions on Promoting the Construction of Healthy Villages", which regards the construction of healthy villages as an important measure to implement the two national strategies of rural revitalization and a healthy China, clarifies task goals, and helps. The Guiding Opinions clarify that the overall idea for promoting the construction of healthy rural areas is to adhere to the concept of "big health" and "big health", follow the laws of rural development and the development of health and hygiene undertakings, focus on the rural level, fill in the gaps in rural health services, start from the broad, social, and overall factors affecting health, practice the Party's health and hygiene work guidelines in the new era, coordinate various forces and policy measures to promote coordinated efforts, better maintain the health of rural residents, and realize people's aspirations for a better life. The overall goal of building a healthy countryside proposed in the Guiding Opinions is to provide solid health guarantees for the construction of livable, business friendly, and beautiful countryside, and to promote the comprehensive revitalization of rural areas. By 2030, the capacity of rural health services will be significantly improved, residents will be able to conveniently access high-quality medical and health services, and personal medical and health burdens will be affordable; Healthy lifestyles have been popularized, major disease hazards and major health risk factors have been effectively controlled, and the health level of residents continues to improve. By 2035, healthy rural areas will be built, the level of equalization of basic public health services will be significantly improved, and the gap between urban and rural health development and residents' health levels will be significantly reduced. At the same time, in the process of promoting the construction of healthy rural areas, it is required to base on the development process, reality, and laws of rural health and hygiene, adhere to the basic principles of "people-oriented, coordinated development", "tailored to local conditions, classified guidance", and "gradual progress, long-term success", and promote the construction of healthy rural areas that are in line with local conditions and accessible to the masses. The Guiding Opinions benchmark the overall goals and tasks of rural revitalization, based on the current development of rural health and hygiene, and propose key tasks for building a healthy countryside: (1) Focus on comprehensively improving the level of rural health and hygiene services, further improving the health and hygiene service system from the aspects of infrastructure improvement, functional layout optimization, talent team development, and operational mechanism improvement. One is to improve the level of rural medical services. Fully implement the Opinions of the General Office of the Communist Party of China Central Committee and the General Office of the State Council on Further Improving the Medical and Health Service System and Further Deepening Reform to Promote the Healthy Development of the Rural Medical and Health System, further improve the infrastructure conditions of rural medical and health services, optimize the functional layout of rural medical and health service institutions, strengthen the rural medical and health talent team, reform and improve the operation mechanism of the rural medical and health system, and enhance service capabilities. The second is to enhance the capacity of rural public health services. With the goal of establishing a grassroots public health governance mechanism that dynamically connects normalized management and emergency management, we will strengthen the prevention and control of key infectious diseases, endemic diseases, parasitic diseases, and other key diseases in rural areas, and improve the integrated urban-rural, top-down linkage, and fully functional disease control network. Township health centers and village clinics coordinate and collaborate to provide basic public health services, and carry out infectious disease and major epidemic prevention and control measures. Enhance the early identification and emergency response capabilities of medical personnel in village clinics, continuously promote equalization of basic public health services in rural areas, and improve the quality and efficiency of basic public health services. The third is to strengthen traditional Chinese medicine services in rural areas. Adhere to the equal emphasis on traditional Chinese medicine and Western medicine, expand the supply of traditional Chinese medicine services in rural medical and health institutions, improve the network of grassroots traditional Chinese medicine services, strive to achieve the establishment of traditional Chinese medicine clinics and the deployment of traditional Chinese medicine physicians in all township health centers, and ensure that more than 80% of village clinics can provide traditional Chinese medicine services, comprehensively strengthen the supply of grassroots traditional Chinese medicine services and the promotion of suitable traditional Chinese medicine technologies. Promote the widespread inclusion of traditional Chinese medicine services in the scope of family doctor contract services, and strengthen the allocation of personnel for traditional Chinese medicine contract services. (2) Focusing on continuously improving the health level of rural residents, further strengthening health services for key populations, promoting healthy lifestyles, and maintaining the bottom line of preventing large-scale poverty caused by illness. One is to strengthen health services for key populations. Focusing on key populations such as children, women, and the elderly, we will take the implementation of basic public health service projects as the starting point to provide rural residents with full lifecycle health services. The second is to promote a healthy lifestyle in rural areas. Making the transformation of rural residents' ideological concepts and the promotion of civilized and healthy lifestyles an important part of rural spiritual civilization construction, we will deepen the implementation of the national health lifestyle action, popularize health knowledge, strengthen the construction of the public fitness service system in rural areas, promote the popularization of reasonable diet and fitness lifestyle, and guide the general public to be the first responsible person for their own health. The third is to prevent large-scale poverty caused by illness. Further improve the dynamic monitoring and precise assistance mechanism to prevent poverty caused by illness, implement medical security policies and social assistance measures, guide social forces to provide assistance, and hold the bottom line of preventing large-scale poverty caused by illness. (3) Focusing on the goal of livable, business friendly, and beautiful rural areas, building a healthy rural environment, developing health industries according to local conditions, and assisting in the comprehensive revitalization of rural areas. One is to improve the healthy environment in rural areas. Give full play to the role of grassroots mass autonomous organizations, systematically promote key work such as rural living environment improvement, toilet renovation, household waste and sewage treatment, noise control, and clean energy use, and build a healthy environment suitable for production and life. The second is to develop the rural health industry according to local conditions. Promote the integration of health and elderly care, tourism, the Internet, fitness and leisure, and food, guide qualified places to actively focus on rural tourism, Chinese herbal medicine planting and processing, and explore the development of rural health industry.
