"Mi Feng, spokesperson for the National Health Commission and deputy director of the Propaganda Department, introduced that the National Health Commission has further expanded and enriched the connotation of Sanming's medical reform in practice, and promoted the experience of Sanming's medical reform according to local conditions, making positive progress. After more than ten years of exploration, Sanming has paved the way for China to deepen medical reform and established a model. Some of the experience has been elevated to national policies, and many places have practiced and enriched the connotation of Sanming's medical reform experience according to local conditions Yang Jianli, Director of the Department of Physical Education Reform of the National Health Commission, introduced that there are six aspects of experience summarized. One is the reform spirit that local party committees and governments attach great importance to and are courageous in taking on responsibilities. Since 2012, the main responsible comrades of the Sanming Municipal Party Committee and Government have been focusing on medical reform, continuously promoting and deepening it. One government responsible comrade is in charge of medical care, medical insurance, and pharmaceutical work. The most worthy of recognition and learning is that in Sanming's medical reform, we do not take refuge in problems, are problem oriented, dare to be the first, dare to reform and innovate, dare to be serious and tough, and work hard for a long time. This is the core of Sanming's medical reform and the experience that all regions should learn from. The second is to effectively fulfill the government's main responsibility for medical services. The Sanming Municipal Government continues to increase its investment in health, with an average annual growth rate of 12.1% in health expenditures. The government also resolves the long-term debts of public hospitals that comply with regional health plans, allowing them to play a public welfare role and serve the people with light equipment. The third is to promote the coordinated development and governance of the "three medicines". The synchronous design of the "Three Medical" reform policy starts with squeezing the inflated "water content" of drug and consumables prices, regulating the diagnosis and treatment behavior of medical personnel, promoting the "quantity price" of drug and consumables, and synchronously adjusting medical service prices while benefiting the masses, and doing a good job in connecting with the medical insurance reimbursement policy, promoting medical institutions to return to public welfare and not increasing the burden on the masses. The fourth is to leverage the payment method of medical insurance and promote the sinking of resources and services. Implement an incentive and constraint mechanism of total prepayment and surplus retention for closely knit county-level medical communities to promote the sinking of medical resources and services. Encourage medical personnel to carry out health management for chronic diseases such as hypertension and diabetes, so that people can get sick less, later and less seriously. The fifth is to continuously reform and improve the salary system. Breaking the distribution model of linking the income of medical personnel with the income of departments, promoting medical personnel to pay more attention to the quality of medical services and health outcomes, and better reflecting the job responsibilities and technical labor value of medical personnel. Sixth, we must adhere to putting people's health at the center. Implement national health management, establish health management centers and disease management centers in medical and health institutions, train health management physicians and disease management specialists, and provide a new model of full process medical services including "pre hospital health management, in-hospital diagnosis and treatment, and post hospital disease management". Yang Jianli summarized that the main experience of Sanming's medical reform is the courage of the Party committee and government to reform and innovate, the coordination and unity of relevant departments, and the firm stance of the people.
