The State Administration for Market Regulation (State Standards Commission) recently approved the release of three national standards: "Terminology of Emergency Refuge Places" (GB/T44012-2024), "Classification and Classification of Emergency Refuge Places" (GB/T44013-2024), and "Signs of Emergency Refuge Places" (GB/T44014-2024). The three national standards released this time are developed by the Ministry of Emergency Management in collaboration with relevant units, mainly focusing on the overall standardization of emergency shelter classification, site selection, design and construction, functional zoning, facility and equipment configuration, signage, and management use. Among them, the "Terminology of Emergency Shelter Places" stipulates relevant terms in the classification, planning and construction, management and use of emergency shelter places, mainly solving the problems of inconsistent terminology and names related to emergency shelter places in current standards, as well as significant differences in implementation in different regions. The Classification and Classification of Emergency Refuge Places divides emergency shelters nationwide into five levels: provincial, municipal, county-level, township (street) level, and village (community) level. In order to meet the needs of classification management, indoor and outdoor types, comprehensive, single (including specific), and emergency, short-term, and long-term shelters are further divided.
