At the meeting, Yue Zhongming, director of the economic law office of the legal work committee of the Standing Committee of the National People's Congress, said in response to a reporter's question from science and Technology Daily that in recent years, the quality and safety situation of China's agricultural products has generally improved, and the pass rate of routine monitoring of major agricultural products has remained stable at more than 97%. Yue Zhongming said that the people are very worried about such problems as pesticide and veterinary drug residues in agricultural products exceeding the standard, heavy metals exceeding the standard, and illegal addition of toxic and harmful substances. In 2018, the Standing Committee of the National People's Congress pointed out during the inspection of law enforcement that some provisions of the law on agricultural product quality and safety have obviously failed to adapt to the current situation of agricultural product quality and safety supervision, and there are problems such as "weak operability, difficult implementation, too light penalties, and too low illegal costs". The revision of the law on the quality and safety of agricultural products was included in the legislative plan of the Standing Committee of the 13th National People's Congress. In October 2021, the State Council submitted the draft revision of the law on quality and safety of agricultural products to the 31st meeting of the Standing Committee of the National People's Congress for the first time. In June and September 2022, the 35th and 36th meetings of the Standing Committee of the National People's Congress passed the revised agricultural product quality and safety law in the second and third trials. Yue Zhongming introduced that the newly revised law on the quality and safety of agricultural products stipulates that the quality and safety of agricultural products in China should follow the principles of source control, risk management and whole process control, further clarify the scope and content of the quality and safety standards of agricultural products, and ensure that the quality and safety standards of agricultural products are strictly implemented as national mandatory standards. The reporter learned that in terms of the control measures for the whole process of agricultural product production and operation, the law on agricultural product quality and safety has made legal provisions such as delimiting the forbidden production areas of specific agricultural products, preventing agricultural inputs such as pesticides from polluting the production areas, establishing a certificate system for agricultural product quality and safety commitments and a traceability catalogue for agricultural product quality and safety.
