What industries are suitable for development in a certain place? How to avoid blindly launching projects? How can ecological restoration in a certain region be coordinated with other areas? Faced with these must answer questions, any city needs a "green scale" to weigh. Recently, the Opinions of the General Office of the Communist Party of China Central Committee and the General Office of the State Council on Strengthening Ecological Environment Zoning Control were issued. Ecological environment zoning control is like a "green ruler", which can provide a "clear bottom line" and "draw a border" for development, scientifically guide various development, protection and construction activities, and is of great significance for protecting the ecological environment and promoting green development. One zone, one policy ecological environment zoning control is an important measure to enhance the modernization level of ecological environment governance, with the goal of ensuring ecological functions and improving environmental quality. It implements a differentiated and precise zoning control environmental management system. In 2017, China initiated ecological environment zoning control work. By the end of 2021, the national ecological environment zoning control plan at the provincial and municipal levels had been fully completed and released for implementation. At present, China has initially formed a comprehensive ecological environment zoning control system that covers all areas, collaborates across departments, and integrates multiple factors. A differentiated and refined ecological environment access list is formulated according to the "one unit, one strategy". As of the end of March this year, China has designated 44604 ecological and environmental control units. What are the classification criteria for ecological environment zoning control units? Based on the zoning control of various elements such as atmosphere, water, soil, and ocean, China has designated three ecological environment zoning control areas: priority protection units, key control units, and general control units. According to the reporter's understanding, the proportion of priority protection, key control, and general control units is 55.5%, 14.5%, and 30.0%, respectively. The priority protection unit is to fully utilize the achievements of the ecological protection red line, superimpose other ecological function important areas that are clearly required to be protected by laws and regulations outside the red line, such as drinking water source protection areas, important wetlands, etc., and implement key protection; Key control units include areas with high pressure to improve environmental quality, high intensity of resource and energy consumption, concentrated pollutant emissions, prominent ecological damage, and high environmental risks. Generally, they are mainly concentrated in densely populated areas, industrial clusters, and areas with excessive environmental quality, and targeted key control measures need to be implemented; A general control unit is an area with low development intensity and relatively good environmental quality. Implementing general control also leaves room for future development. Why implement ecological environment zoning control? In the opinion of Wang Jinnan, an academician of the CAE Member, China's ecosystem is complex and diverse, and the spatial heterogeneity of the ecological environment is obvious. Local micro management for a single region, line, and point can no longer meet the needs of systematic governance. In the past, the macro development and protection pattern has been framed through strategies such as the main functional zones, but there is still a need to implement more refined ecological environment protection and governance to better support the green and low-carbon transformation and development. Deepening the zoning and control of ecological environment is essentially aimed at the characteristics of different regions in China. By establishing a zoning and classification control strategy from problem identification to solution, integrating various management and technical means, establishing a 'green scale', strengthening the systematic and comprehensive management of ecological environment, and optimizing the development of national land space
