The Ministry of Commerce and 14 other departments recently jointly released the Action Plan for Promoting the Trade in of Consumer Goods (hereinafter referred to as the Action Plan). The Action Plan implements the Notice of the State Council on Issuing the Action Plan for Promoting Large scale Equipment Renewal and Trade in of Consumer Goods, and organizes the nationwide renovation of automobiles and household appliances, as well as home furnishings, kitchens, and bathrooms. Specifically, one is to carry out the trade in of old cars for new ones. Increase the support of fiscal and financial policies, coordinate the central government and local governments, arrange funds to support the scrapping and renewal of automobiles, and encourage areas with conditions to support the replacement and renewal of automobiles. Highlighting the standard traction in the automotive industry, improving the system for recycling and dismantling scrapped cars, promoting the safe and convenient trading of used cars, cultivating and strengthening the operating entities of used cars, and promoting innovative development of automobile circulation and consumption. The second is to promote the exchange of old appliances for new ones. Give full play to the guiding role of financial and tax policies, encourage the introduction of measures to benefit the people, improve the recycling network of waste household appliances, increase the cultivation of diversified entities, strengthen the guidance and support of household appliance standards, promote the comprehensive improvement of after-sales service level, and develop the circulation of second-hand goods. The third is to promote the revitalization of home furnishings, kitchens, and bathrooms. Increase support for the benefit of the people, improve the level of convenient services, cultivate new growth points for home furnishings, and optimize the home furnishings market environment. The Action Plan proposes to increase policy guidance and support, and strive to accelerate the elimination of passenger cars with national emission standards of Class III and below by 2025, and further increase the market share of high-efficiency and energy-saving household appliances; The recycling volume of scrapped cars has increased by 50% compared to 2023, and the recycling volume of waste household appliances has increased by 15% compared to 2023; By 2027, the recycling volume of scrapped cars will double compared to 2023, the trading volume of used cars will increase by 45% compared to 2023, and the recycling volume of used household appliances will increase by 30% compared to 2023. In order to achieve the above goals, the Action Plan has made a series of deployments. For example, in terms of strengthening fund management and factor guarantee, the Action Plan proposes that local commerce and finance departments should strengthen the guidance and supervision of the central government's support for the use of funds for exchanging old for new cars, modern commercial circulation systems, and county-level commercial system construction. Efforts should be made to promote the construction of recycling systems for renewable resources such as waste household appliances, ensuring that "real gold and silver" discounts reach consumers directly. For example, in terms of promoting coordinated activities, the Action Plan proposes to coordinate the arrangement of the "2024 Consumption Promotion Year" activities and the work of exchanging old for new consumer goods, carry out a series of activities such as the "Thousand Counties and Ten Thousand Towns" new energy vehicle consumption season, the "National Household Appliance Consumption Season" and the "Home Furnishing Consumption Season", promote the coordinated linkage of production, supply and sales, upstream and downstream, government, bank and enterprise, and online and offline, carry out joint discount promotion activities, form a policy package, stimulate market vitality, and guide orderly competition in the industry. The Ministry of Commerce stated that in the next step, it will work with various departments and localities to ensure the implementation of documents and policies, strengthen organizational leadership, strengthen fund management and factor guarantee, coordinate activity promotion, increase policy publicity and interpretation, do a good job in supervising and implementing, promote the exchange of old for new consumer goods, focus on expanding domestic demand, and better meet the needs of the people for a better life.
