Fully leverage the "head goose effect" of new research and development institutions

This year's Government Work Report clearly states: "Give full play to the leading role of innovation, promote industrial innovation through scientific and technological innovation, accelerate the promotion of new industrialization, improve total factor productivity, continuously shape new driving forces and advantages for development, and promote new leaps in social productivity." As a product of the technological revolution and industrial transformation, new research and development institutions have concentrated innovative resources, reasonable management systems, close links between industry and research, and scientific talent management. These advantages enable them to timely transform and apply scientific and technological innovation results to industries and industrial chains, promoting smoother flow of various production factors. In recent years, with the introduction of a series of supportive policies, new research and development institutions have accelerated their landing nationwide, showing economies of scale and becoming an indispensable emerging technology industry force. The revised Science and Technology Progress Law of the People's Republic of China in December 2021 further clarifies the construction requirements and goals of new research and development institutions, including diversified investment entities, modern management systems, market-oriented operating mechanisms, and flexible use of human and machine tools. Promoting the orderly development of new research and development institutions, fully leveraging their "head goose effect", will inject more new momentum into the development of new quality productivity. The construction of new research and development institutions is a concentrated manifestation of a new national system for scientific and technological innovation. The investment and construction entities of institutions are no longer limited to relevant government departments. Universities, research institutes, various enterprises, industrial alliances, and various social organizations can participate in the construction through independent or joint investment. This can more effectively form a joint force, twist the forces of the government, market, society, and other aspects into one, efficiently concentrate and integrate high-quality scientific and technological innovation resources from all parties, improve the efficiency of scientific and technological innovation, and provide new impetus for the continuous development of new productive forces. Especially, the introduction of a large number of support and incentive policies has stimulated the enthusiasm of market entities and social forces to participate together. For example, the "Several Measures to Further Encourage Foreign Investment in Establishing Research and Development Centers" jointly issued by the Ministry of Science and Technology and the Ministry of Commerce clearly states that new research and development institutions established by foreign investment can be supported in terms of infrastructure construction, operating expenses, and other aspects, sending a clear signal. The management system of new research and development institutions is in line with the development and scientific research laws of the institutions, providing a comfortable and friendly research environment for scientific and technological personnel, and stimulating more vigorous innovation motivation and vitality. In recent years, China has continuously introduced a series of policies and regulations, clarifying that new research and development institutions should implement a governance structure based on articles of association, decision-making by the board of directors, and the responsibility of the president, director, and general manager. In the exploration and practice in some places, new R&D institutions have implemented a task oriented performance evaluation management model, continuously optimizing the "soft" environment, providing a good ecology for talent development, entrepreneurship, and healthy growth, while also exploring a new path for the optimization of management in scientific research institutions.
