On March 22, the National Development and Reform Commission held a special press conference to interpret the "Opinions of the National Development and Reform Commission, Ministry of Commerce, and State Administration for Market Regulation on Supporting the Relaxation of Market Access and Strengthening of Regulatory System Reform in Nansha, Guangzhou" (hereinafter referred to as the "Nansha Opinions"). Xiao Weiming, Deputy Secretary General of the National Development and Reform Commission, stated at the meeting that the Nansha Opinions will further deepen economic cooperation and institutional connections between Nansha and Hong Kong, Macao and other areas, and promote the aggregation of more advanced production factors in the Greater Bay Area. One is to further enhance the level of liberalization and facilitation of service trade. Relying on the construction of a comprehensive service base for Chinese enterprises to go global, we will gather professional service blocks such as the "Foreign Law Identification Platform", the "Guangdong Hong Kong Macao Greater Bay Area (Nansha) Financial and Tax Professional Service Cluster Area", and the "Guangdong Hong Kong Macao Youth Innovation Base and Platform". We will strengthen the integration of legal, financial, talent, financial and tax, youth innovation, government and other service resources with Hong Kong and Macao, better leverage the advantages of the global trade network resources of Hong Kong and Macao, and provide more international production capacity cooperation information, resources, and channels for enterprises to go global. At the same time, we will accelerate the improvement of the connectivity level of the Guangdong Hong Kong Macao market, promote the continuous deepening of the connection of rules and mechanisms among the three regions, and help the Greater Bay Area improve its integration level. The second is to further enhance the level of innovation and collaboration facilitation in the technology industry. In terms of improving the innovation environment, cross-border data circulation and trading in the Guangdong Hong Kong Macao Greater Bay Area will be achieved through opening up for scientific research and other application scenarios. In terms of scientific research project evaluation, funding expenditure, process management, etc., we will draw on and absorb measures such as Hong Kong, Macao, and international management systems to form a "dual wheel drive" of scientific and technological innovation and institutional innovation. In terms of promoting industrial innovation, eligible Hong Kong and Macao enterprises are allowed to use domestic human genetic resources for medical research. Although research on human stem cells, gene diagnosis and treatment has not been relaxed yet, the current policy intensity is already significant. We hope to promote the implementation of existing policies as soon as possible. In addition, the National Development and Reform Commission promptly adopted the opinions of the Hong Kong industry, implemented the introduction of registered veterinarians and advanced animal diagnosis and treatment institutions from Hong Kong to Nansha, explored the designated use mode of imported veterinary drugs in Hong Kong, and further promoted the integration of Hong Kong funded enterprises into the Greater Bay Area industrial cluster ecology. The third is to promote the smooth flow of talents. Firstly, by introducing professional service talents from overseas such as Hong Kong and Macao, we will study and establish a list of overseas professional qualification recognition, providing more convenient support policies for Hong Kong and Macao talents in work practice, cross-border mobility, and residence stay. Secondly, for Hong Kong and Macao residents who work in Nansha and have already participated in insurance in Hong Kong and Macao, they are exempt from participating in basic pension insurance and unemployment insurance in Nansha, accelerating the formation of a high-quality living circle in the Guangdong Hong Kong Macao Greater Bay Area. Thirdly, we will implement greater efforts to introduce international high-end talents, implement measures for industry university research cooperation to cultivate innovative talents, accelerate the construction of postdoctoral research stations, research workstations and other carriers, and attract international high-end talents to settle in Nansha.
