The article emphasizes the importance and urgency of strengthening farmland protection. Food security is the cornerstone of a country, and arable land is the lifeblood of food production. Our party has always attached great importance to the protection of arable land. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has implemented a series of hard measures to maintain the red line of arable land and initially curb the continuous decline in the total amount of arable land. At the same time, it is important to be aware that China's national situation of having more people and less land has not changed, and the problem of "non agriculturalization" and "non grainification" of arable land remains prominent. The foundation for maintaining the red line of arable land is not yet solid, and there is still a lot of debt in the field of agricultural water conservancy. On the new era and new journey, the task of protecting arable land has not been reduced, but has become even more arduous. The article proposes an overall approach and key measures to strengthen the protection of arable land. The article emphasizes that farmland protection is a systematic project, and currently, it is important to emphasize the importance of both quantity and quality, strict law enforcement, systematic promotion, and sustainable utilization. The article emphasizes that in order to maintain the lifeline of farmland, there must be several key practical measures. One is to strengthen the responsibility of protecting arable land. The new round of national spatial planning has clearly defined the protection tasks of cultivated land and permanent basic farmland in various regions, and has been implemented and mapped. Provincial party committees and governments must firmly shoulder their responsibilities and ensure that the red line of 1.8 billion mu of arable land is never broken. The second is to make every effort to improve the quality of cultivated land. Truly build 1.546 billion acres of permanent basic farmland into modern and high-quality fields suitable for cultivation, drought and flood protection, and high and stable yields. Accelerate legislation on farmland quality protection, implement black soil protection projects, strengthen the management of degraded farmland such as acidification, and implement actions to improve organic matter in farmland. The third is to reform and improve the system of balancing the occupation and compensation of arable land. Integrate the occupation of various types of arable land into the balance management of occupation and compensation. Establish a sound system for quality acceptance of supplementary farmland. The fourth is to mobilize the enthusiasm of farmers and local governments to protect arable land, grow grain and seize grain. Establish a sound mechanism for ensuring the income of grain farmers. Develop various forms of moderate scale agricultural management. Establish a sound compensation mechanism for the interests of major grain producing areas, and form a joint force for the protection of cultivated land in these areas. Strengthen the management of abandoned land, determine the bottom line, and promote the utilization of abandoned land by classification. The fifth is to actively develop various non-traditional arable land resources. Strengthen technological research and production investment, explore effective development models, combine "storing grain in the land" with "storing grain in technology", and utilize various non-traditional cultivated land resources for agricultural production. Strict law enforcement is necessary to protect arable land, but we cannot indiscriminately pull drawers back and forth. To seek truth from facts, respect laws, protect the interests of farmers, strengthen publicity and interpretation, appropriately set aside a transitional period, and gradually promote progress. The article points out that efforts should be made to comprehensively transform and utilize saline alkali land. The comprehensive transformation and utilization of saline alkali land is an important aspect of farmland protection and improvement. There is a large amount of saline alkali land in China, and the trend of salinization of cultivated land in some areas is intensifying. Therefore, it is of great significance to carry out comprehensive transformation and utilization of saline alkali land. To fully tap into the potential for the development and utilization of saline alkali land, strengthen the transformation and improvement of existing saline alkali farmland, effectively curb the trend of salinization of farmland, steadily expand agricultural production space, improve comprehensive agricultural production capacity, and do a good job
