The research report shows that China's regional scientific and technological innovation level has generally improved

On December 7, the Chinese Academy of Science and Technology Development Strategy released the China Regional Science and Technology Innovation Evaluation Report 2022 in Beijing. The report shows that since the 18th National Congress of the Communist Party of China (CPC), the innovation capacity of various regions has been significantly improved. In 2022, the national comprehensive science and technology innovation level index will score 75.42 points, 15.14 points higher than that in 2012. The leading position of science and innovation centers in Beijing, Shanghai, Guangdong, Hong Kong and Macao Greater Bay Area was further strengthened, and the regional innovation capabilities in Beijing Tianjin Hebei, Yangtze River Delta, Pan Pearl River Delta and other regions were further enhanced by radiation. The scientific and technological innovation capacity of the regions along the Yangtze River Economic Belt and the Yellow River Basin for ecological protection and high-quality development has been steadily enhanced, and the results of regional coordinated innovation and development have been further demonstrated. China's multi-level and distinctive regional innovation system has been improved, which has strongly supported the construction of an innovative country and a scientific and technological power. A substantial increase in the number of medium-sized innovation regions, demonstrating the effectiveness of innovation, and regional innovation and development are important supports for building an innovative country. The Evaluation Report on China's Regional Science and Technology Innovation 2022 selects 12 secondary indicators and 43 tertiary indicators from five aspects, namely, the environment of science and technology innovation, the input of science and technology activities, the output of science and technology activities, the industrialization of high-tech and the promotion of science and technology to economic and social development, to measure and evaluate the level of science and technology innovation in China and 31 provinces, autonomous regions and municipalities directly under the Central Government. The evaluation results show that since the 18th National Congress of the Communist Party of China, the level of regional scientific and technological innovation in China has been generally improved, and significant achievements have been made in the development of scientific and technological innovation in major strategic regions. The report shows that in 2022, the scores of the comprehensive scientific and technological innovation level index of 31 provinces, autonomous regions and cities in China will increase in varying degrees compared with 2012. According to the comprehensive science and technology innovation level index, the 31 regions in China can be divided into three echelons: innovation leading regions, medium innovation regions and innovation catching up regions. The first echelon refers to regions whose comprehensive science and technology innovation level index is higher than the national average. In 2022, Shanghai, Beijing, Tianjin, Guangdong, Jiangsu and Zhejiang will be included, which is completely consistent with the ranking in the 2012 report. These regions have strong innovation capabilities and are China's innovation leading regions. The second echelon is the region where the index value of comprehensive scientific and technological innovation level is lower than the national average but higher than 50 points. In 2022, it will include 21 regions, including Chongqing, Hubei, Shaanxi, Anhui, Shandong, Sichuan, Hunan, Liaoning, Fujian, Jiangxi, Henan, Ningxia, Jilin, Hebei, Heilongjiang, Shanxi, Gansu, Guangxi, Guizhou, Hainan and Inner Mongolia, an increase of 14 regions over 2012. "The substantial increase in the number of moderately innovative regions shows that all regions in China have achieved good results in comprehensively implementing the concept of innovative development." Zhang Xu, president of the Chinese Academy of Science and Technology Development Strategy, said. The third tier is the region with the index value of comprehensive scientific and technological innovation level below 50 points. In 2022, it will include Qinghai, Yunnan, Xinjiang and Tibet, 14 regions less than that in 2012. The scores of Yunnan's comprehensive scientific and technological innovation level index increased by 12.73 points compared with 2012, Qinghai by 8.41 points, Xinjiang and Tibet by 5.55 points and 5.86 points respectively, and the regional scientific and technological innovation capacity has made significant progress.
