In the era of rapid development of science and technology and accelerated updating of knowledge, to achieve the all-round development of people, it is necessary to learn for life and continuously improve knowledge ability and labor quality. Lifelong learning should not be limited to specific activity weeks, but should become a way of life for people, making it possible for everyone to learn, everywhere to learn, and always to learn. Building a learning society is also an inevitable requirement to meet the new requirements of China's economic and social development and to achieve the second century goal. In an extraordinary decade, China has made significant achievements in building a learning society that continues to promote lifelong learning for all. At present, China has built the world's largest vocational education system. In 2021, vocational schools will enroll 5.57 million students, 1.8 times the number ten years ago.
