The author recently learned from the Guangdong Provincial Department of finance that our province has given full play to the role of international financial exchange and cooperation platform and actively introduced world bank loans to support Guangdong agricultural non-point source pollution control project. The project has invested 963 million yuan to build an environment-friendly planting industry and livestock waste treatment. Among them, the world bank loaned us $77.45 million and the global environment facility granted us $5.1 million, totaling about 526 million yuan. "At present, the project has been successfully completed and achieved remarkable results. We have helped build an environment-friendly green and low-carbon agriculture from three aspects: raising funds, issuing subsidies and improving governance, which has provided a useful demonstration at home and abroad." The relevant person in charge of the Provincial Department of Finance said. First of all, Guangdong has actively explored ways to raise funds. On the one hand, it has introduced long-term low interest preferential loans from the world bank. The loan period of the project is as long as 25 years, and the current interest rate is as low as about 1%; On the other hand, it also arranged supporting funds for the project, and effectively attracted the investment of funds and resources from local governments, enterprises and social organizations through the way of "subsidy + agricultural technology guidance". At present, the project has driven more than 13200 poor households out of poverty and trained 380000 farmers in total. At the same time, our province has also innovated the mechanism to issue subsidies. By establishing an agricultural non-point source pollution control compensation mechanism with informatization as the carrier, and using non cash subsidies and big data that comprehensively records the information of farmers, we can effectively solve the problem of distributing subsidies to scattered farmers, so as to achieve accurate, transparent, traceable, safe and efficient subsidy funds. The project has provided 160 million yuan of subsidies to farmers, which has effectively promoted the promotion and use of environmental friendly agricultural materials in the project area, and the coverage rate of environmental friendly agricultural materials in the project area has reached more than 90%. In addition, through the project, a total of 600 million yuan of environment-friendly chemical fertilizers, pesticides and spraying equipment were sold to achieve the goal of reducing and increasing the efficiency of chemical fertilizers and pesticides, reducing the application amount per unit area by 30% and increasing the crop yield by more than 8%. Guangdong has also actively learned from foreign advanced pollution control models and experience, and adopted efficient agricultural pollution control methods such as chemical fertilizer and pesticide reduction and Conservation Tillage in the south to carry out soil nutrient management and comprehensive management of diseases and pests; Build energy, environmental protection and energy ecological farms, waste management facilities and other demonstration facilities to solve the problems of agricultural non-point source pollution control.
