Sharing Opportunities and Drawing Blueprints Together - A Review of Guangdong's High Quality Construction of the Guangdong Hong Kong Macao Greater Bay Area

In February 2019, the Central Committee of the Communist Party of China and the State Council publicly released the Outline of the Development Plan for the Guangdong Hong Kong Macao Greater Bay Area. Over the past five years, the soft and hard connectivity within the Guangdong Hong Kong Macao Greater Bay Area has been continuously expanding, and the development of the science and technology innovation industry has accelerated. Young talents have gathered together to create a world-class bay area that is livable, suitable for business, and suitable for tourism. Over the past five years, the total economic output of the Guangdong Hong Kong Macao Greater Bay Area has grown by 3.2 trillion yuan, surpassing 14 trillion yuan in 2023, making it one of the regions with the highest degree of openness and the strongest economic vitality in China. Guangdong, with the Pearl River Delta as the main battlefield, is making full use of the province's efforts to promote the construction of the Guangdong Hong Kong Macao Greater Bay Area, supporting and encouraging the integration of Hong Kong and Macao into the overall development of the country, and continuously achieving fruitful results in the new era of promoting the formation of a new pattern of comprehensive opening up and the new practice of promoting the development of the "one country, two systems" cause in the Greater Bay Area. In October 2018, the "Century Project" Hong Kong Zhuhai Macao Bridge was officially opened. This "Dream Bridge" has set multiple world records and tightly connects Guangdong, Hong Kong, and Macao. Nearly 6 years later, the key transportation hub of the Guangdong Hong Kong Macao Greater Bay Area, the Shenzhong Passage, is about to be completed, and the Shenzhong Bridge with a main span of 1666 meters has once again set multiple world records. After completion and opening to traffic, the travel time between Shenzhen and Zhongshan will be reduced from about 2 hours to about 30 minutes. The Guangzhou Shenzhen Hong Kong, Guangzhou Shantou High speed Railway, and the Shanwei Shantou South section of the Shanshan High speed Railway have successively been completed and opened to traffic. The operating mileage of Guangdong High speed Railway has reached 2838 kilometers, and one hour of access between major cities in the Greater Bay Area has basically become a reality. In 8 months, with 500000 vehicles, this is the "transcript" since the official implementation of "Hong Kong Vehicles Going North". The "Macau Car North" officially implemented on January 1, 2023 and the "Hong Kong Car North" officially implemented on July 1 of the same year have made the Hong Kong Zhuhai Macao Bridge even busier, witnessing the "two-way travel" between the mainland and Hong Kong and Macao. Data shows that the number of inbound and outbound passengers passing through the Zhuhai Highway Port of the Hong Kong Zhuhai Macao Bridge officially exceeded 10 million on May 21 this year, a year-on-year increase of 127.7%, four months ahead of 2023, setting a new record for the fastest time since the bridge was opened. The construction of the Guangdong Hong Kong Macao Greater Bay Area, with one country, two systems, three currencies, and three tariff zones, has no precedent internationally. In the past five years, the Greater Bay Area has achieved mutual recognition of cross-border credit reporting standards and quality certification rules between Guangdong, Hong Kong, and Macao, and has deeply implemented the "Bay Area Connect" project. The pilot operation of the "Cross border Wealth Management Connect" business has been good, and the "Swap Connect" policy has been implemented. The Bay Area Standards have covered 183 items in 32 fields, and the first 15 projects of the Bay Area Certification have been implemented. Qianhai innovates the mechanism for connecting cross-border commercial legal rules, Hengqin creates a new model for cross-border legal services in Qinhuangdao and Macao, Nansha innovates the mechanism for connecting with education in Hong Kong and Macao, and Hetao takes the lead in piloting cross-border data transactions... 86 million residents in the Guangdong Hong Kong Macao Greater Bay Area are using their own life paths to draw the largest concentric circles in this 56000 square kilometer world-class bay area. Frontier technology enterprises such as robots, autonomous driving, and artificial intelligence have settled in selected locations, and key core technology research projects of research institutes such as the Shenzhen Hong Kong Macao Joint Chip Research Institute, the University of Macau Integrated Circuit Microelectronics Research Institute, and Kunyun Technology have achieved remarkable results. The Shenzhen Hong Kong Guangzhou cluster has ranked second in the world for the fourth consecutive year on the 2023 Global Innovation Index "Technology Cluster" ranking released by the World Intellectual Property Organization. The collaborative framework for science and technology innovation in the Greater Bay Area, led by the International Science and Technology Innovation Center and the Comprehensive National Science Center, with Shenzhen Hong Kong Hetao and Guangdong Macao Hengqin as the junction points, and Guangzhou Shenzhen Hong Kong and Guangzhou Zhuhai Macao as the main skeleton, has gradually been formed. In 2023, the import and export of 9 cities in the Greater Bay Area amounted to 7.95 trillion yuan, accounting for 19% of the country's total import and export value. Among them, the import and export of high-tech products is a prominent highlight. At present, the patent capacity of the Guangdong Hong Kong Macao Greater Bay Area has ranked first among the four major bay areas in the world, becoming the forefront of global technological competition in fields such as electronic information, software, and medicine, and also an important platform carrier for global technological innovation. The incubation and acceleration of future industries such as low altitude economy, intelligent robots, and quantum information have been laid out and promoted in the Greater Bay Area. The relevant person in charge of the Guangdong Provincial Department of Science and Technology said that Guangdong is implementing a joint funding plan for scientific and technological innovation with the Hong Kong Innovation and Technology Agency and the Macao Science and Technology Development Fund, supporting innovation entities in Guangdong, Hong Kong, and Macao to jointly tackle key core technologies, carry out technology research and development, and achieve industrialization cooperation. Recently, young scientists from universities such as Sun Yat sen University, University of Hong Kong, and Shenzhen University, specializing in cutting-edge fields such as stem cells, brain computer integration, and biosensing, came to Songshan Lake in Dongguan to connect with the technological needs of enterprises in the Greater Bay Area, laying seeds for future industry development. In Guangdong, the "1+12+N" Hong Kong and Macao Youth Innovation and Entrepreneurship Base system, including Songshan Lake, has been established, incubating over 4800 Hong Kong and Macao projects and attracting nearly 5500 young people from Hong Kong and Macao for employment. The pilot implementation of talent endorsement policies for traveling between Hong Kong and Macao in mainland cities of the Greater Bay Area has been approved. Six types of mainland talents, including outstanding talents, scientific research talents, and cultural and educational talents, can apply for talent endorsement for traveling between Hong Kong and Macao. As of the end of last year, nearly 10000 mainland talents came to Hong Kong through talent exchanges between Hong Kong and Macau. In terms of going north, about 9000 applications have been approved. Against the backdrop of Guangdong's insistence on "manufacturing as the leader" and Hong Kong's promotion of "new industrialization", the integration of Guangdong, Hong Kong, and Macao is accelerating. Backed by Guangdong's manufacturing industry cluster and Hong Kong and Macao's innovation advantages, the "half hour research circle" in the Greater Bay Area provides unique advantages for the development of young people. For Chen Furong, Dean of the Shenzhen Futian Research Institute at City University of Hong Kong, the "flash of inspiration and impulse" that generates science fiction in Hong Kong can be verified in Shenzhen after a 30-40 minute drive. Since 2018, Dr. Ding Ke from the Chinese University of Hong Kong and founder of Shenzhen Xianyang Technology Co., Ltd. has led a team to achieve a full industry chain development path of product research and development in Hong Kong, landing in Shenzhen, production in Foshan, and sales nationwide. "Talents are the primary driving force for development."
