Li Qiang Meets with German Chancellor Scholz

On the afternoon of April 16th, Premier Li Qiang held talks with German Chancellor Scholz, who was on an official visit to China, at the Great Hall of the People in Beijing. Li Qiang stated that this year marks the 10th anniversary of the establishment of a comprehensive strategic partnership between China and Germany. With the joint efforts of both sides, the overall development of China Germany relations is stable, and dialogue and cooperation have made positive progress. China is willing to continue working together with Germany to enhance understanding and mutual trust in dialogue, achieve mutual benefit and win-win cooperation, and continuously push China Germany relations to new heights and achieve new results, better benefiting the people of both countries and promoting common development of the world. Li Qiang pointed out that both sides should fully leverage the role of dialogue mechanisms at all levels, such as consultations between the Chinese and German governments, coordinate and promote various cooperation, promote more optimized and balanced development of bilateral trade, create new strengths in cooperation such as new energy vehicles, digital economy, artificial intelligence, and green development, further expand personnel exchanges, and provide greater support for exchanges and cooperation in local areas, cultural and sports, youth, education, scientific research, and other fields. The Chinese side is steadfast in its determination to expand high-level opening up and is willing to import more high-quality German products, which will continue to provide a better business environment for enterprises from Germany and other countries to invest and develop in China. We hope that the German side will relax restrictions on the export of high-tech products to China, take practical measures, and provide a fair, transparent, and non discriminatory business environment for Chinese enterprises in Germany. Li Qiang emphasized that we should approach production capacity issues objectively and dialectically from a market perspective and a global perspective, starting from economic laws. From a market perspective, the amount of production capacity is determined by the supply-demand relationship. Supply and demand balance is relative, while imbalance is common. Moderate production exceeding demand is conducive to full competition and survival of the fittest. From a global perspective, both supply and demand are global, and the production capacity of different countries is determined by their respective comparative advantages. As long as cooperation is strengthened, common development can be achieved. The advantages of China's new energy industry are obtained through genuine skills and are shaped through sufficient market competition, rather than relying on government subsidies. The high-quality production capacity continuously provided by China's new energy industry will make important contributions to global green development. China is willing to work with Germany and Europe to adhere to fair competition and open cooperation. We hope that the European side will uphold the principles of marketization and fairness, and prudently use trade remedies. Schultz stated that China is an important partner of Germany's cooperation. The German side is willing to work with the Chinese side to strengthen dialogue and communication at all levels, deepen cooperation in finance, agriculture, green transformation, renewable energy and other fields, promote cultural, educational, sports, and civil exchanges, jointly address global challenges such as climate change, and promote greater development of the comprehensive strategic partnership between Germany and China. The German side thanks the Chinese side for implementing a visa free entry policy towards Germany and is willing to provide more convenience for Chinese citizens to visit Germany. The German side opposes decoupling and trade protectionism, and is willing to work together with the Chinese side to create a fair competition environment and expand cooperation between the two sides. The two prime ministers unanimously agreed to implement the results of the seventh round of China Germany government consultations and the third China Germany high-level financial and economic dialogue, and to host the first China Germany high-level dialogue on climate change and green transformation, the new China Germany high-level security dialogue, and the 26th China Germany Joint Committee on Science and Technology Cooperation
