The Regulations stipulate that local people's governments at or above the county level shall coordinate the planning and construction of infrastructure for the utilization of sewage resources, and promote the utilization of sewage resources. China has limited per capita water resources and uneven distribution in time and space, and the problems of resource-based and water quality based water scarcity still exist. Regional recycled water recycling is a new path to achieve "three water coordination" (water resources, water environment, and water ecology) system governance. In recent years, China has undergone a profound transformation in the utilization of water resources, shifting from extensive and inefficient water use to conservation and intensification. With 6% of the world's freshwater resources, it has nurtured nearly 20% of the world's population and created over 18% of the world's total economic output. However, China has limited per capita water resources and uneven distribution in time and space, and the problems of resource-based and water quality based water scarcity still exist. To break through the bottleneck, some regions have innovatively carried out regional recycled water recycling, which not only improves the water ecological environment, but also alleviates the supply-demand contradiction of water resources, and explores a comprehensive governance model that combines pollution control, ecological protection, and recycling. What is regional recycled water recycling? The so-called regional recycled water recycling refers to the construction of artificial wetland water quality purification and other engineering facilities tailored to local conditions at key nodes such as downstream discharge outlets, river (sea) outlets, and tributaries entering the main stream. After further purification and improvement of the treated wastewater, it is coordinated in a certain area for the utilization of wastewater resources for production, ecology, and daily life. Compared with the traditional point-to-point utilization model of recycled water, regional recycled water recycling has two advantages: firstly, ecological purification facilities such as artificial wetlands endow recycled water with natural properties, turning it into "ecological water" and improving public acceptance of recycled water, which is conducive to the use of recycled water for ecology and daily life; The second is to use natural waterways and ponds to store and transport recycled water, so that the recycled water is first used for ecological replenishment and then for production and daily life, achieving "multiple uses of one water" while alleviating the pressure on the construction of recycled water transmission and distribution networks. In the Nansi Lake Basin of Shandong Province, local ecological environment, water conservancy and other departments have collaborated to fully consider factors such as the production and utilization of recycled water, the acceptable water volume of artificial wetlands, basin regulation and storage capacity, and hydrological and meteorological conditions. 21 recycled water interception, storage, and diversion projects have been constructed in various cities within the basin. 210 million cubic meters of recycled water are widely used for urban watering and dust suppression, power plant operations, and agricultural irrigation every year. At the same time, since the opening of the East Line of the South to North Water Diversion Project, the water quality of Nansi Lake has remained stable and better than the Class III standard for surface water, effectively ensuring water quality safety. Why implement regional recycled water recycling? Regional recycled water recycling is a new path to achieve "three water coordination" (water resources, water environment, water ecology) system governance. Firstly, promoting the recycling of recycled water at the regional level can achieve diversified utilization of recycled water, improve water resource utilization efficiency, and solve the problem of industrial, agricultural, and urban water supply competing for surface water and ecological water. As a key link in regional recycled water recycling, artificial wetlands can not only play a natural purification function, reduce water pollution load, continuously improve water quality, but also give full play to ecological benefits
