State owned Office: All local financing and credit service platforms are included in the national integrated platform network

According to the Chinese government website, the General Office of the State Council has issued a notice on the implementation plan for the construction of a comprehensive financing credit service platform to improve the financing convenience level of small and medium-sized enterprises. The notice clearly states that efforts will be intensified to coordinate platform construction, and all local financing and credit service platforms will be included in the national integrated platform network. Clarify the channels for collecting and sharing credit information. Strengthen the credit information collection and sharing "hub" function of the National Credit Information Sharing Platform (hereinafter referred to as the Credit Information Platform), and strengthen the data sharing of the national financial credit information basic database. The credit information platform uniformly collects various types of credit information and shares them with departments and local authorities as needed. Relying on the credit information platform to build a national financing credit service platform, and connecting local financing credit service platforms to form a national integrated platform network, as the "only outlet" for providing public credit information services to financial institutions, the credit information services provided by departments to financial institutions are not subject to this restriction. Adhere to the financial infrastructure positioning of the national financial credit information basic database, and provide high-quality professional credit reporting services for financial institutions. Strengthen the integration and unified management of local platforms. Integrate local financing and credit service platforms with repetitive functions or inefficient operation. In principle, only one provincial-level platform should be retained in each province, and no more than one platform should be established in cities and counties. All local platforms should be uniformly integrated into the national integrated platform network, and a list style management should be implemented to reduce redundant construction and idle resource waste. The National Development and Reform Commission is responsible for coordinating the construction of financing credit service platforms, promoting the integration and unified management of local platforms. Each region should complete platform integration by the end of December 2024, and orderly carry out asset transfer, data transfer, personnel placement, and other work to ensure that platform service functions are not affected during the integration period. Strengthen guidance on local platform construction. Standardize the integration of local financing credit service platforms into the national integrated platform network, optimize credit information services, and promote the standardized and healthy development of local platforms. By relying on urban credit monitoring and the establishment of demonstration zones for social credit system construction, we will strengthen guidance on improving the quality of platform data. Fully utilize the existing counterpart assistance mechanism, further deepen cooperation in the construction of financing and credit service platforms in the eastern and central western regions, and promote the acceleration of the "credit loan" work in the central and western regions. The notice proposes to optimize the information collection and sharing mechanism. Clarify the scope of credit information collection and sharing. Based on the actual demand of financial institutions for credit information, further expand the scope of credit information collection and sharing, and include information on key personnel, various qualifications, import and export information, etc. in the credit information collection and sharing list (see attachment). The National Development and Reform Commission will take the lead in updating the list in a timely manner. Each region should fully leverage the role of local financing credit service platforms, further break down data barriers, increase the collection and sharing of credit information outside of clearing orders in accordance with laws and regulations, and prepare a provincial-level credit information collection and sharing list based on local conditions, effectively expanding the breadth and depth of data collection and sharing.
