Boao Near Zero Carbon Demonstration Zone Launches and Runs

On March 18th, the launch meeting for the operation of the Boao Near Zero Carbon Demonstration Zone was held on Dongyu Island in Qionghai, Hainan, marking the entry of this demonstration zone, jointly built by the Ministry of Housing and Urban Rural Development and the Hainan Provincial Government, into the stage of near zero carbon operation. The Boao Near Zero Carbon Demonstration Zone refers to a certain regional area, based on the "tropical marine climate" and "green carbon reduction and renovation in built-up areas". Through the integration and application of deep emission reduction technologies in multiple fields such as energy, construction, transportation, and waste treatment, high-quality carbon offsetting measures such as new forestry carbon sinks are built, and comprehensive management and market methods are used to carry out innovative practices in management mechanisms. In terms of energy efficiency improvement, energy types In terms of energy structure, achieve self balance between new energy generation and electricity consumption. It is reported that the Boao Near Zero Carbon Demonstration Zone has achieved certain results in institutional and mechanism innovation, integration of technological measures, and guidance of policy standards. At present, the demonstration zone has completed the construction tasks of 18 projects in 8 categories, achieved self balancing of electricity consumption, and entered the stage of near zero carbon operation. Since 2022, the Ministry of Housing and Urban Rural Development and Hainan Province have decided to use a three-year period (2022-2024) to jointly build the Boao Near Zero Carbon Demonstration Zone in Hainan, making it a window to showcase China's green and low-carbon development concepts, technologies, and practices to the world. Recently, the creation achievements of the Boao Near Zero Carbon Demonstration Zone have been certified by the German Energy Agency as a zero carbon operation area, and have passed the certification and evaluation of third-party carbon assessment certification agencies. They have met the requirements of the "Near Zero Carbon Area" indicator in the "Zero Carbon Building Technology Standard" and have been recognized by the Ministry of Housing and Urban Rural Development, the National Energy Administration, and relevant industry associations, as well as national typical cases, excellent demonstration projects, and other honors. Wang Kai, President of China Urban Planning and Design Research Institute, stated that through a series of construction work, the carbon dioxide emissions of the 1.92 square kilometer demonstration area have decreased from 12200 tons/year in 2019 (base year) to the current 470 tons/year; In the future, it can be further reduced by strengthening the management of fuel vehicles on the island and carbon offsetting. Among them, the carbon dioxide emissions generated by the energy consumption of buildings and municipal infrastructure have decreased from 11000 tons/year to almost zero.
