Throughout the World | Wang Honggang: There may be four major changes in the US global strategy

Wang Honggang, Vice President of the China Institute of Modern International Relations, recently stated at the 14th "On the World" International Issues Seminar on Xinhua News Agency that in the face of changes such as "a more chaotic world, more domestic turmoil, more trouble, and fewer resources", the new trends and changes in the future global strategy of the United States in industrial policies, strengthening military capabilities, geopolitical priorities, and cognitive warfare are worthy of attention and vigilance. The 14th "On the World" International Issues Seminar of Xinhua News Agency was recently held at the headquarters of Xinhua News Agency in Beijing. The picture shows Wang Honggang, Vice President of the China Institute of Modern International Relations, giving a keynote speech. Looking back at the past few years, Wang Honggang summarized three relatively constant characteristics of the Biden administration's global strategy. The first is to take the middle route. The Biden administration chose a middle ground between internationalism and nationalism. Internationalism is the mainstream strategic route of the United States after the Cold War, characterized by a global layout and a focus on external factors; Nationalism, on the contrary, advocates a focus on the domestic market, breaking free from multilateral mechanisms and obligations, and prioritizing the domestic market in everything. The Biden administration neither agrees to completely shift its strategic focus back to the domestic market, nor feels that the previous approach is not feasible, so it must be taken back. It emphasizes that it still needs to be done outside, but doing so outside is also for domestic service. The second is to take a comprehensive approach. The Biden administration has adopted a complex strategy of "investment, alliance, and competition", which is a fundamental logic of its global strategy. Investment is valuing the domestic economic development of the United States, essentially reshaping the foundation of hegemonic power; Alliance is mainly the construction of new and old allies; Competition is actually the application of hegemonic power, by investing domestically and collaborating with allies, dealing with opponents with amplified strength, implementing systematic containment and suppression, and in turn further consolidating the foundation of hegemony. The third is to take a mixed route. The Biden administration has done many seemingly contradictory things in recent years, which may seem like "doing one thing at a time," but in fact, it is a very complex mixed line. By releasing mixed signals and applying mixed strategies, more diverse and deeper objectives can be achieved. For example, in the game of great powers, a mixed strategy of "competition+control competition" is adopted, which uses both hands to continuously suppress opponents and prevent them from overreacting. Wang Honggang pointed out that the situation facing the United States has undergone significant changes, mainly reflected in four aspects. Firstly, the world is more chaotic. The accelerated evolution of world changes has become a common feeling among countries around the world, but the impact, challenges, and opportunities of these changes on each country are different. Each round of major changes is essentially a revolution against hegemony. Changes have an acceleration, and the pandemic is an accelerator. The evolution of post pandemic world changes will be faster and the impact on hegemony will be greater. This is an objective reality that the Biden administration must face, even if it is unwilling to admit it. Secondly, it is even more noisy domestically. The United States is facing a chaotic situation that has not been seen in a century, and this political environment has formed a constraint on its diplomatic strategy. It cannot invest too much in the international arena, nor can it be too soft on the international stage. This is a prominent feature of current American politics. This requires two
