The National Development and Reform Commission and the National Data Administration recently issued the Implementation Plan for Promoting Common Prosperity through Digital Economy (hereinafter referred to as the "Implementation Plan"), aiming to promote the deep integration of digital technology and the real economy, continuously strengthen, optimize, and expand China's digital economy, promote the resolution of development imbalances and inadequacies through digital means, and promote the sharing of development dividends in the digital age among all people, Assist in achieving common prosperity in high-quality development. The Implementation Plan clearly states that the digital economy is conducive to accelerating the efficient flow of production factors, promoting the sharing of high-quality resources, and promoting the equalization of basic public services, explaining that the digital economy is an important force in promoting common prosperity. Guo Jianmin, Deputy Director of the Innovation Driven Development Center of the National Development and Reform Commission, stated that currently, China's digital economy has ranked second in the world in scale and its development speed has long been at the forefront of the world. The constantly emerging new technologies, industries, forms, and models in the development of the digital economy provide solid support for promoting the effective improvement of quality and reasonable growth of quantity in the economy, assisting high-quality development, and doing a good job in expanding the "cake". Guo Jianmin stated that there are several advantages in digital technology innovation and application, which can help create new wealth. The high-quality development of the digital economy requires the leading role of technological innovation to be played at a higher level and on a larger scale. By developing new technologies and developing new products, innovative technologies such as high-end chips, operating systems, and artificial intelligence will increasingly be integrated into the entire process of economic and social development, helping to create more wealth based on new quality productivity. For example, the Generative Artificial Intelligence Big Model (AIGC) has accelerated the development of artificial intelligence, and the rapid follow-up of domestic digital economy enterprises has not only created value for themselves, but also driven the rapid development of related fields. Secondly, the accelerated rise of digital formats helps to increase new wealth. The deep integration of digital technology and the real economy has given rise to new formats and models, promoting the continuous expansion of industries such as e-commerce, online marketing, and digital entertainment, and adding more material wealth to economic and social development. For example, China's e-commerce and mobile payment industries are leading the world in terms of scale, while markets such as ride hailing, online food delivery, digital culture, and smart tourism continue to expand. Thirdly, digital empowerment, transformation and upgrading can help generate new wealth. By promoting the use of data and intelligence in enterprises, we aim to promote the comprehensive and full chain transformation and upgrading of traditional industries. For example, the integration of digital technology and manufacturing scenarios continues to deepen and become more practical, and the level of enterprise digitization is steadily improving. As of June 2023, the CNC rate of key processes and the popularization rate of digital research and development design tools in industrial enterprises have reached 60.1% and 78.3%, respectively, an increase of 35.5 and 29.5 percentage points compared to 2012. The Implementation Plan clarifies the key points, focuses on the gaps in the four major areas of regional, urban-rural, group, and basic public services, and refines the task of promoting common prosperity through the digital economy, proposing vision goals. Guo Jianmin stated that the development of China's digital economy presents several major characteristics: firstly, the digital economy promotes coordinated development between the east and west, and helps narrow regional disparities. The digital economy has cross regional characteristics and can establish convenient communication channels. The Implementation Plan proposes to promote the construction of digital infrastructure and the digitization of industrial chains
