The review mainly depends on whether the project conforms to the relevant planning or implementation scheme, whether the project construction content conforms to the investment direction regulations, whether the project has sufficient preliminary work and mature conditions, whether the construction funds of various channels have been implemented, and whether the treasury bond fund demand matches the project construction progress. In order to issue the project list and funds in time, the National Development and Reform Commission will, in consultation with relevant industry departments, formally issue the project list to provincial development and reform commissions through the national major construction project library according to the project determined by the working mechanism and the amount of treasury bond funds.
