According to the Opinions, if teaching and administrative staff commit crimes such as sexual assault, maltreatment, abduction and trafficking, or violent injury, the people's court should, in accordance with the provisions of the Law on the Protection of Minors, rule to prohibit them from engaging in work in close contact with minors. "The significance of employment prohibition lies in preventing injuries against minors as much as possible." Tong Lihua, director of the Beijing Youth Legal Aid and Research Center, introduced that in order to effectively implement the principles that are most beneficial to minors, highlight the special and priority protection for minors, and establish "isolation zones" and "firewalls" for the protection of minors, it is necessary to strictly implement the lifelong employment prohibition system to optimize the surrounding environment for the growth of minors. "Previously, it was more common for courts to use the criminal law to make judgments on employment prohibition." Tong Lihua said that from the perspective of court judgments, the Opinions clearly required all regions to use the relevant provisions of the Juvenile Protection Law to make judgments, further strengthening the authority of the Juvenile Protection Law, more conducive to the implementation of the Juvenile Protection Law, and ensuring the effective implementation of the employment prohibition system. "Zero tolerance" for crimes against minors follows the social bottom line. According to the highest inspection data, over the past five years, 290000 people have been severely prosecuted for crimes against minors such as sexual assault, abuse, and violent injury. In response to the problem of difficult and late discovery of crimes against minors, the Supreme Procuratorate, together with the Ministry of Education and the Ministry of Public Security, has established a mandatory reporting system for violations against minors and a recruitment inquiry system for units that have close contact with minors, which has been incorporated into legal provisions. In the past five years, 5358 crimes have been prosecuted through compulsory reporting, and 719 people have been held accountable for not reporting; More than 2003, 000 people were promoted for employment inquiries, 1830 were denied employment, and 6814 personnel with criminal records and bad deeds were dismissed.
