Let the instruments "flow", and the "cake" of scientific research can continue to grow. According to incomplete statistics, at present, there are about 130000 scientific research instruments in universities and scientific research institutes in China that were originally worth more than 500000 yuan. Most of the equipment purchased by taxpayers are state-owned assets with obvious publicity, but the problem of resource allocation is more prominent: on the one hand, small and medium-sized enterprises and other entities are unable to purchase instruments, and on the other hand, some "heavy tools" are kept in "purdah", with unsaturated operation, idle waste and other phenomena. Dismantling the shared "wall" to stimulate more vitality not only responds to the demands of enterprises, but also meets the needs of scientific research and innovation. In this regard, the state has issued measures for many times, requiring major scientific research facilities and instruments to be open to the public, guiding management units to establish online service platforms, and evaluating and assessing the openness and sharing of key units. Although some effects have been achieved, there is still much room for improvement. As a science and technology innovation highland, Shenzhen has established a municipal open sharing coordination mechanism, explored the establishment of professional service institutions, and encouraged enterprises and social forces to participate in the joint construction in a variety of ways. The results are expected. Of course, the sharing of scientific research instruments also involves many links, such as the responsibility determination after the equipment is damaged, and the ownership of intellectual property rights related to the shared instruments.
