On May 10, the China Securities Association issued the management rules for directors, supervisors, senior managers and employees of securities companies, which made it clear that the directors, supervisors, senior managers and employees of securities companies should master the professional knowledge of securities business and have corresponding professional ability. The association will establish a practice information base and improve the practice reputation restraint mechanism. The management rules mainly include five aspects: clarify the requirements for the moral conduct and professional ability of the directors, supervisors and employees of securities companies, establish the practice registration and practice reputation management system of the directors, supervisors and employees of securities companies, improve the code of conduct of the directors, supervisors and employees of securities companies, and strengthen the main responsibility and endogenous effective management mechanism of securities companies, Establish and improve the self-discipline management system of directors, supervisors and employees of securities companies. The management rules specify that the directors, supervisors and employees of securities companies should master the professional knowledge of securities business and have corresponding professional ability. For example, the chairman of a securities company, other directors and supervisors engaged in business management, senior managers and employees should be familiar with the basic laws and regulations of the securities market and the basic knowledge of the financial market; Securities analysts shall be proficient in the professional knowledge of law, accounting, financial management, securities valuation and so on related to the business of publishing securities research reports. In terms of qualification management of employees of securities companies, the management rules clearly adopt registration management, which highlights the requirements of paying equal attention to professional level and practice behavior compared with the previous access management. The management rules specify that after the securities practitioners complete the initial registration, the association will carry out continuous and dynamic management on the registrants, and require the securities companies to report the practice, violations, integrity, internal punishment and other practice reputation of the relevant personnel according to the regulations. The association will establish a practice information database, continuously record and publicize the above information, and form a practice reputation management system, Improve the professional reputation restraint mechanism. According to the practice of industry personnel, evaluation of professional ability level, punishment measures, integrity and other practice reputation, the management rules clearly will also establish and publish three types of lists: one is the comprehensive practice information classification list (list a) of special business personnel such as sponsor representatives; the other is the list of professional ability level personnel (List B) verified by the company if the level evaluation test fails to meet the basic requirements, Third, the list of persons who have received relevant punishment measures from the CSRC or industry self-discipline organizations in the past three years (list C). The association said that after the release of the management rules, the association will also release relevant rules such as level evaluation and testing, training and professional reputation information management in the near future. Matters of concern to the industry, such as level evaluation and testing arrangements, training requirements, scope of professional reputation information and submission and inquiry process, will be clarified in the relevant rules. In addition, the association will optimize and upgrade the employee management platform, build an intelligent self-discipline management system and practice information database suitable for registration management and practice reputation management, and facilitate the company's practice registration, information submission, information query and other daily work.
