Recently, the Central Air Traffic Control Commission issued special measures, focusing on improving the low altitude management system, optimizing airspace resource allocation, enhancing operational service quality and efficiency, consolidating basic support capabilities, and strengthening the legal management of air use. These measures are deployed to the national air traffic control system to strengthen low altitude air traffic control work. China's low altitude economy has ushered in new opportunities for development. Continuously deepening management from the central to local levels, a series of policy "combination punches" have been launched one after another, and a number of low altitude economic projects with high positioning, wide layout, and sufficient resources have landed one after another, ushering in an unprecedented period of opportunities for the industry. Currently, the low altitude economy is not only a hot topic in the economic field, but also an important component of the national strategic layout. Zhang Jianwei, Deputy Director of the National Key Laboratory of Air Traffic Control Automation System Technology, believes that the special measures taken by the Central Air Traffic Control Commission are a further deepening of the low altitude economic policy system in recent years, aimed at promoting high-quality development of the industry through top-level design. Liu Zhenguo, Deputy Director of the Comprehensive Transportation Research Center at the Academy of Sciences of the Ministry of Transport and an expert at the think tank of the Sustainable Transportation Innovation Center, stated that the deployment of strengthening low altitude air traffic control work by the Central Air Traffic Control Commission to the national air traffic control system, with the core of improving the low altitude management system and optimizing airspace, is an important symbol of China's low altitude economy shifting from pilot exploration to systematic construction. It is of great significance for optimizing airspace resource allocation, improving airspace utilization efficiency, and promoting safe and orderly development of the low altitude economy. By establishing a more flexible and efficient airspace management model, dynamic classification management of airspace can be achieved, the approval process can be simplified, and it is more in line with the high-density, high-frequency, and multi-mode operation characteristics of low altitude aircraft. This is of great significance for improving airspace utilization efficiency and cultivating application scenarios. Liu Zhenguo pointed out that the next step is to strengthen the monitoring capability of low altitude aircraft through measures such as promoting real name authentication of drones, mandatory insurance coverage, and a "blacklist" joint punishment mechanism, laying the foundation for high-risk scenarios such as manned flights of electric vertical takeoff and landing vehicles. With the continuous optimization of airspace resource allocation, more low altitude flight activities have been carried out through multi-party collaboration, providing huge market opportunities for related enterprises. Zhejiang Jiaxing Bolian Aviation Technology Co., Ltd. was established in 2022 and is a chain leader enterprise in aircraft research and development, production, and operation. General Manager Wan Jianxiong introduced that in the context of the country's vigorous development of low altitude economy and green aircraft industry, the company has launched the construction and operation of green flight camps and vertical takeoff and landing platforms nationwide, creating a low altitude economy operation scenario that integrates flight training experience, air sightseeing, aviation science popularization research and other activities, as well as a low altitude economy operation scenario that is closely integrated with local economic activities, serving cultural tourism and industrial and agricultural production. The low altitude economy, as a 'blue ocean' market, is a growth opportunity for technology-based small and medium-sized enterprises. ”Cao Yong, Senior Director of Enli Power's Low altitude Economy Division, believes that under the dual drive of policy and technology, the low altitude economy is forming an industrial closed loop of "manufacturing operation service". Enli Power collaborates with leading aircraft manufacturers to conduct targeted research and development, breaking through the bottleneck of high specific energy, high rate, and high safety battery technology. Zhang Jianwei suggested that concerted efforts should be made to promote high-quality development of the low altitude economy. Low altitude economic enterprises should increase their investment in research and development of key technologies, focus on breaking through technological bottlenecks such as high-precision positioning, autonomous obstacle avoidance, and conflict detection, strengthen cooperation with universities and research institutions, and accelerate the transformation of technological achievements. The government can collaborate with enterprises to establish unified infrastructure construction standards and attract social capital participation through public-private partnerships, encouraging the development of new formats such as low altitude tourism, emergency rescue, and private aviation, and expanding the market for manned aircraft. Currently, the development momentum of the low altitude economy is good, but it still faces problems such as incomplete management system, technological bottlenecks, and security challenges. Especially the existing management philosophy, regulatory system, service guarantee system, regulatory technology means, etc. are not yet suitable for the development needs of the industry, especially the requirements of safety development. Liu Zhenguo pointed out that the low altitude economy faces the following problems: firstly, there are significant risks to safe operation, and further refinement is needed for airspace adaptation, resulting in insufficient release of airspace economic value; Secondly, the key core technologies are still relatively weak, with constraints on core equipment such as communication and navigation, engines, as well as technologies such as drone batteries and noise reduction; Thirdly, the industrialization path is not yet clear, and the sustainable operation mode is not clear, resulting in slow progress in productization; Fourthly, there is a gap in rules, standards, and talent reserves. In this regard, he suggested that based on the "low speed and small" characteristics of low altitude aircraft, combined with the pilot reform of low altitude airspace management, the responsibilities and tasks of all parties in low altitude airspace management should be clarified, and the classification and control mode of low altitude airspace should be optimized. Strengthen collaborative management of airspace, simplify relevant procedures, and effectively activate low altitude airspace resources. At the same time, we will build a low altitude comprehensive three-dimensional transportation network, cultivate and explore application scenarios in the low altitude economic field, and avoid excessive subsidies from the government and blind capital investment. Zhang Jianwei suggested that by building a unified management platform, strengthening technological breakthroughs, improving infrastructure and regulatory systems, cultivating market models, and enhancing industry university research collaboration, we can promote the safe, efficient, and sustainable development of the low altitude economy, and help it grow into a new growth engine for the national economy.
