The Yellow River is about to enter its flood season. According to meteorological forecasts, there may be more rainfall in the north from June to August this year. Most of the Yellow River basin is located in a rainy area, with the Yiluo River and Qin River in the middle reaches and the Dawen River in the lower reaches receiving 20% to 50% more precipitation than usual. There is a high possibility of extreme rainfall in some areas. Notification requirements: Firstly, all responsibilities must be tightened and compacted. Fully implement the various responsibility systems centered on the administrative head responsibility system, strengthen the full chain responsibilities of monitoring and forecasting, hidden danger investigation, warning release, consultation and judgment, dispatch and command, technical support, etc., and implement the "three responsible persons" for directly managed reservoirs, silt dams, and flood storage areas, as well as the responsible persons for inspecting and defending directly managed river engineering and water gates. Secondly, we need to strengthen the monitoring and forecasting of rainfall conditions. Accelerate the construction of the "four pre" flood control system for key tributaries such as the Yiluo River and Dawen River, strengthen the construction of the "three lines of defense" for monitoring and forecasting rainwater and sediment conditions, and apply new technologies and equipment to further improve the accuracy of flood forecasting and extend the flood prediction period. We need to strengthen the management of water engineering scheduling and operation. Accelerate the construction of a modern reservoir operation and management matrix for directly managed reservoirs, strictly implement discharge warning measures, and ensure the safety of water storage and discharge in the reservoir area; Strengthen the management of the reservoir area and implement various measures for the transfer of residents in the temporary flooded area of the reservoir area; Establish and utilize a comprehensive information management system for silt dams, strengthen monitoring, operation, and maintenance management of directly managed silt dam bodies, and ensure the safety of silt dams during floods. We must make every effort to prevent mountain flood disasters. Urge and guide local authorities to thoroughly investigate and rectify the risks and hidden dangers of mountain flood disasters, implement the "call and respond" mechanism, and further strengthen the responsibility and measures for key links in risk avoidance and transfer. We must ensure the safety of water conservancy projects under construction during the flood season. Ensure the safety and flood control of ongoing projects such as the Yellow River Guxian Project and the Heihe Huangzang Temple Project, and implement measures such as preparing contingency plans, conducting training exercises, identifying and rectifying hidden dangers, and emergency response.
