The 'single package' for departure tax refund refers to 'one tax refund application form corresponding to one sealed package of goods'. In the shopping process, pilot stores will use standard sealed bags to package tax refund products and correspond them with the tax refund application form; At the exit stage, customs only need to check the integrity of the sealed bag to quickly release it, greatly reducing the waiting time for passengers. The announcement jointly released by the Shenzhen Municipal Finance Bureau, Commerce Bureau, Customs and Taxation Bureau on the 27th shows that this model is a voluntary choice, and pilot stores will provide free sealed packaging services. In the first quarter of 2025, the total amount of goods eligible for tax refunds in Shenzhen reached 183 million yuan, with a refund amount of 16.437 million yuan, an increase of 3.76 times and 1.58 times year-on-year, respectively. Song Chunping, Director of the Regulations and Taxation Department of the Shenzhen Municipal Finance Bureau, stated that there are currently over 400 departure tax refund shops in Shenzhen.
