In the past three years, the Digital China Development Index has maintained a steady growth rate of over 10%. By 2024, the added value of core industries in the digital economy will account for about 10% of the gross domestic product. Digital infrastructure has achieved a new leap, and domestic artificial intelligence has risen to contribute "Chinese wisdom" to the world. On April 29th, the "Digital China Development Report (2024)" released at the 8th Digital China Construction Summit outlined a thriving picture of digital China's development. During the summit, relevant officials from the National Development and Reform Commission, National Data Administration, Cyberspace Administration of China, Ministry of Industry and Information Technology, and other departments collectively spoke out, focusing on accelerating the implementation of the "Artificial Intelligence+" action, promoting high-quality development of the digital industry, advancing high-quality data supply, strengthening data infrastructure construction and application, and deploying new driving forces for the development of the digital economy, continuously expanding industrial upgrading and economic growth space. From new achievements in embodied intelligence, to new applications of human-machine in logistics, meteorology, and surveying fields, to hard core technologies such as brain like computing, dense computing, and multimodal big models, a large number of new digital technologies and products were launched during this year's summit, with a first exhibition rate of over 65%. Relying on high-precision biomimetic facial customization technology to replicate human faces and tones, combined with voice, expression, mouth shape, and movement, to achieve natural dialogue - China Mobile has brought its first biomimetic humanoid robot to the exhibition area. On site staff told reporters that relying on the advantages of basic networks and the nine day big model, China Mobile is focusing on training robots' universal "brains" to improve the efficiency of robot intention recognition, reasoning and decision-making, and complex task disassembly. On the other side of the exhibition area, the audience clicks on the screen and selects the keywords "work" and "penguin". Tencent Hybrid 3D generates a large model and then generates a 3D image, and the connected 3D printer starts running. The on-site staff introduced that the current 3D AIGC technology is iterating rapidly, greatly reducing the threshold for 3D content creation. Through a one-stop 3D content AI creation platform, multiple fields such as game production, social media, e-commerce advertising, industrial manufacturing, AR/VR, etc. are accelerating the application of AI capabilities to assist in 3D content production. Through the window of the summit, we can see that the development vitality of China's digital industry is emerging vigorously. The "Digital China Development Report (2024)" released by the National Data Administration at the conference shows that China accounted for 61.5% of the 45000 newly disclosed generative artificial intelligence patents worldwide in 2024. The rise of domestic artificial intelligence contributes "Chinese wisdom" to the world. Xiong Jijun, Deputy Minister of Industry and Information Technology, said that in 2024, China's digital industry will achieve a business revenue of 35 trillion yuan, a year-on-year increase of 5.5%. The native HarmonyOS system has become the third largest mobile operating system in the world, and significant progress has been made in areas such as integrated circuits, Beidou scale applications, and new displays. In the digital field, over 4000 specialized and innovative "little giant" enterprises have been cultivated. Multiple departments are further deploying efforts to further unleash the potential of digital economy development and promote innovative development of digital technology. Xiang Libin, Deputy Director of the National Development and Reform Commission, stated that it is necessary to have a forward-looking layout for strategic emerging industries and future industries, accelerate the implementation of the "Artificial Intelligence+" action, carry out large-scale application demonstrations of new products, technologies, and scenarios, promote the digital and intelligent transformation of the manufacturing industry, and create a digital industry cluster with international competitiveness. Efforts should be made to stimulate innovation and creativity, create a relaxed and active innovation atmosphere, and promote the efficient allocation and orderly flow of various innovative elements such as talents, funds, and data. Xiong Jijun stated that he will deepen the integration of scientific and technological innovation with industrial innovation, continue to carry out key core technology research and development, do a good job in "filling gaps", "forging long gaps" and "expanding new gaps", and form digital new quality productivity. Promote the coordinated development of ecological leading enterprises with industrial chain control power and specialized and innovative small and medium-sized enterprises. The emergence of innovative achievements in the digital economy cannot be separated from the support of data elements. The "National Data Resource Survey Report (2024)" released at the meeting showed that in 2024, the national data production reached 41.06 zettabytes (ZB), a year-on-year increase of 25%, and the process of marketization and value transformation of data elements further accelerated. Especially, the development and utilization of enterprise data resources have accelerated, with a year-on-year increase of 22.73% in the total amount of active data. Liu Liehong, Director of the National Data Administration, stated that the next step will be to continue promoting high-quality data supply, accelerate the integration of data elements with artificial intelligence, technological innovation, industrial development, and empowering applications, promote the construction of high-quality datasets for industries, promote the high-quality development of the data industry, and provide a solid data foundation for artificial intelligence technology innovation and industrial applications. At the same time, we will continue to promote data circulation and trading, vigorously promote the marketization and pricing of data elements, refine the "three rights separation" plan for data property rights, accelerate the cultivation of a national integrated data market, build a standard system for data circulation and trading, and strengthen the construction and application of data infrastructure.
