On April 29th, the Ministry of Human Resources and Social Security (hereinafter referred to as "the Ministry") released the main progress and next steps of human resources and social security work in the first quarter of 2025. In terms of personal pension, the Ministry of Human Resources and Social Security stated that the next step will be to formulate relevant measures for early receipt of personal pension. In terms of employment, in the first quarter of 2025, 3.08 million new urban jobs were created nationwide, an increase of 50000 compared to the same period last year. The national urban survey unemployment rate in March was 5.2%, a decrease of 0.2 percentage points from the previous month. The overall employment situation remains stable. In the first quarter, the Ministry of Human Resources and Social Security issued a notice on further increasing financial assistance to stabilize and expand positions, raising the credit limit and increasing the maximum credit limit for small and micro enterprises from 30 million yuan to 50 million yuan, expanding the scope of support, including small and micro enterprise owners and individual businesses, with a maximum credit limit of 10 million yuan, lowering the application threshold and interest rate level, and improving loan convenience. Data shows that since the establishment of the special loan for stabilizing and expanding employment, more than 640 billion yuan has been disbursed, helping to stabilize and expand over 5.3 million job opportunities. In terms of social security, the Ministry of Human Resources and Social Security introduced that as of the end of March, the number of people participating in basic pension, unemployment, and work-related injury insurance in China was 1.071 billion, 244 million, and 297 million respectively, an increase of 4.42 million, 2.56 million, and 2.71 million compared to the same period last year. In the first three months, the total income of the three social insurance funds was 2.36 trillion yuan, and the total expenditure was 1.94 trillion yuan. The cumulative balance at the end of March was 9.6 trillion yuan, and the overall operation of the funds was stable. From the perspective of the implementation of key reform tasks, the personal pension system has been expanded from 36 pilot cities or regions to nationwide implementation, with improved management and service levels, further optimized product supply, and 85 index fund products included in the product catalog. The attractiveness of the personal pension system continues to increase. The number of people participating in occupational injury insurance for new forms of employment has exceeded 11.04 million. In the first quarter, a total of 8.26 million low-income recipients, extremely impoverished individuals, and other disadvantaged groups were paid on behalf of urban and rural residents' pension insurance premiums. In the first quarter, 36.54 billion yuan of unemployment insurance benefits were distributed, including unemployment insurance benefits, payment of basic medical insurance premiums, and temporary price subsidies. As of the end of March, the entrusted investment scale of the National Basic Pension Insurance Fund was 2.4 trillion yuan. The number of social security card holders in China is 1.39 billion, covering 98.9% of the population, and the number of electronic social security card users is 1.09 billion. In addition, social security handling services have been further optimized. Issuing opinions on improving the national unified social insurance public service platform, promoting the enhancement of social insurance public service capabilities and convenience level. Starting from April 1st, direct settlement of work-related injury insurance for cross provincial and cross regional medical treatment will be organized in all prefecture level cities. Steadily promote the reform of delaying the statutory retirement age and timely improve supporting measures; Study and improve the insurance and payment methods that are suitable for flexible employment personnel, migrant workers, and new industry practitioners. Further expand the coverage of enterprise annuity; Develop relevant measures for early receipt of personal pension. Expand the pilot program for occupational injury protection. Implement salary adjustments, solidly carry out the work of adjusting the basic pension for retirees this year, and focus on tilting towards the middle and low-income groups. Promote the adjustment of the minimum national basic pension standard for urban and rural residents' pension insurance, and guide localities to improve local basic pension standards based on actual conditions. In addition, the Ministry of Human Resources and Social Security will promote the preservation and appreciation of funds, continue to carry out the consolidation and improvement of social security fund management, and comprehensively optimize fund supervision and management. Encourage localities to appropriately expand the scale of entrusted investment of enterprise employee pension insurance funds. We will deepen the application of "all-in-one card" for social security card resident services, continue to integrate foreigners' work permits and social security cards, and improve the related functions of electronic social security card apps.
