On the 21st, it was learned from the State owned Assets Supervision and Administration Commission of the State Council that the commission has recently made a special deployment, requiring central enterprises to take the initiative and make efforts to strengthen the overall arrangement of funds, ensure timely payment, and negotiate early payment for small and medium-sized enterprises' small amounts and long-term accounts in accordance with the law, to strengthen support for upstream and downstream enterprises in the industrial chain. It is understood that the State owned Assets Supervision and Administration Commission of the State Council (SASAC) aims to implement the relevant arrangements of the Party Central Committee and the State Council, strengthen the guarantee of payment for small and medium-sized enterprises, effectively promote the smooth circulation of funds, and fully demonstrate the responsibility of central enterprises in promoting the smooth circulation of the national economy. The Central Committee of the Communist Party of China and the State Council attach great importance to solving the problem of overdue payments to enterprises. The Third Plenary Session of the 20th Central Committee of the Communist Party of China has decided to clearly state the need to improve the long-term supervision of enterprise related fees and the legal and regulatory system for settling overdue enterprise accounts. Recently, the revised "Regulations on Ensuring Payment for Small and Medium sized Enterprises" were announced and will come into effect on June 1, 2025.
